CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS started its operational presence in Nepal in response to the 2015 earthquake, providing immediate emergency response in multiple districts and earthquake recovery support. CRS Nepal has been coordinating the reconstruction through the leadership of the National Housing and Settlements Resiliency Platform (NHSRP), formally known as Housing Recovery and Reconstruction Platform (HRRP) since March 2017 to provide technical and information management support to relevant national, provincial and local governments. Similarly, CRS expanded its programming to other disasters responses (Lamjung, Jajarkot) in country as well as other sectors, namely Livelihoods, DRR and Climate Change. CRS Nepal is also implementing a USAID-financed livelihood technical assistance program, Farmer to Farmer (F2F), in Bagmati, Lumbini, Karnali and Sudurpaschim Provinces.

CRS Nepal has been implementing emergency response and recovery (Including COVID-19) program in Nepal, and further plans to extend sustainable livelihood development program in various districts of Nepal. Additionally, CRS is implementing USAID supported livelihood technical assistance program Farmer to Farmer (F2F) in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. The Housing Recovery and Reconstruction Platform (HRRP) led by CRS Nepal since March 2017 has been providing coordination support services across 32 earthquake affected districts. CRS Nepal is currently expanding its support to address the Covid-19 economic recovery needs for the vulnerable households in Palpa and Gorkha districts. Further, CRS Nepal plans to expand community resilient program through the implementation of Shelter, WASH and Sustainable Agriculture Livelihoods in the western earthquake affected districts of Nepal.

CRS Nepal Invites applications from eligible and interested candidates for the following positions: 

A.  Recover Project: Female Only 

1.  Administrative and Finance Coordinator ( 1 Position- Initially based in Tanahun subject to confirmed based NRA final approval of the project locations): As a member of the ReCoVER team and Project Management Team (PMT-ReCoVER) you will provide strategic guidance to the project team and coordinate and oversee operational functions - Finance, Human Resources (HR), Logistics, Procurement, Administration, Information and Communication Technology (ICT) and Audit - in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable in the CRS field office. You will coordinate and facilitate the identification and resolution of any risk and compliance issues related to sub-recipient compliance, adhering to CRS policies, local laws, and donor regulations to assist ensuring effective delivery of high-quality programming to the poor and vulnerable.  Your coordination skills and guidance will help reduce risk to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.

Roles and Key Job Responsibilities:

  • Coordinate operations functions – systems, processes and staffing – that meet CRS’ standards, donor requirements, and local regulations and support high-quality programming.
  • Coordinate and monitor day-to-day operations to ensure support services are delivered with high-quality in an efficient manner. Identify and help address challenges that affect the proper stewardship and optimal utilization of program assets and resources (financial, human, and material). Proactively manage security and mitigate security risks.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
  • Adherence to HR systems, policies and practices that support a high-performance culture, staff development and retention. Help assure quality personnel administration and a work environment that truly reflects the agency’s guiding principles.
  • Coordinate CRS and partner compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits as well as GoN.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management.
  • Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.
  • Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
  • Prepare accurate reporting procedures and timely submission of reports to relevant stakeholders (CP managers, Regional Office, HQ/Finance, donors, local government entities).
  • Lead monitoring, implementation and evaluation of subrecipient financial management policy (SRFMP) and strengthen capacity of partner in financial accounting and transactions. Contribute to relevant components of institutional capacity strengthening plans for CRS and partners in managing risk and strengthening internal control systems and processes.
  • Serve as liaison and support external and Government of Nepal audits. Coordinate action plans to close out audit findings.
  • Help to share information with subrecipients and staff on financial accounting policies and procedural compliance issues.
  • Assist budget manager in financial management such as monitoring report i.e. BCR review, budget review, costing.

Basic Qualifications

Education and Experience 

  • Bachelor’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). Masters would be a plus.
  • Minimum of 5 years work experience, ideally with an international organization, with progressive responsibility in operations and/or programming. At least 3 of these years entailing audit, compliance or risk management experience.
  • Knowledge of audit standards and compliance regulations.
  • Knowledge of data analytics techniques and process performance improvement leading practices.

Preferred qualifications

  • Familiarity with the relevant public donors’ regulations will be a plus.
  • Proficient in Excel and experience with Word and PowerPoint. Knowledge of Insight financial accounting package or similar financial reporting software will be a plus.
  • Experience working with CRS/partners and having two-wheeler driving license will be a plus.
  • Candidates with GESI diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and, origin from geographically marginalized location
  • Local expertise w/ permanent address in project district and local language competency is a plus.

B.  COVID Emergency Response and Recovery (CERRP): Female Only

1.  Administrative and Finance Officer (1 Position-Based in Palpa): As a member of the COVID-19 Emergency Response and Recovery Project (CERRP) team, you will coordinate the provision of responsive, effective, and efficient administrative services in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards. You will also help coordinate daily financial activities through preparation and delivery of financial services for the project including effective monitoring, reviewing, and reporting on partners’ financial management systems and practices. You will perform operational functions related to Human Resources, Fleet, Contract, and Administration - in support of the project implementation. You will help ensure stewardship of resources, help ensure principled compliance, proactively identify risk issues, and under supervision lead operational improvements.

Roles and Key Job Responsibilities:

  • Review validate and filing supporting documentation of financial transactions to ensure all required documents are accurate and complete. 
  • Help to ensure maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package.
  • Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
  • Help to evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
  • Prepare delegated financial reports, as needed.
  • Help to share information with subrecipients and staff on financial accounting policies and procedural compliance issues.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication with country office and field office, follow-up to facilitate timeliness of financial resource and cash management.
  • Support during audit period like statutory audit, donor audit.
  • Assist budget manager in financial management such as monitoring report i.e. BCR review, budget review, costing.
  • Support in treasury (cash forecast, monthly cash request and bank/cash management) related tasks.
  • Tax related task to be performed (Office Rent tax deposit, letter to vendors for TDS deducted in one FY)
  • Keep custody of various documents (e.g. blank/undelivered checks, etc.)
  • Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions.
  • Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations;
  • Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up-to-date.
  • Coordinate the efficient use of CP assets and rented facilities. Help ensure fully compliant procurement of office materials and asset management systems.
  • Coordinate the provision of travel and logistics support and services to staff and visitors. Coordinate event planning activities, including delegation visits, trainings and workshops.
  • Coordinate efficient fleet management including vehicle mobility, service and maintenance, vehicle safety and security etc. in coordination with admin coordinator and operations coordinator.

Basic Qualifications

Education and Experience 

  • Bachelor’s Degree in Business Administration or relevant field preferred.
  • Minimum of 3 years work experience in human resources, fleet, procurement, Finance, accounting or administrative /finance officer level position with progressive responsibilities. Experience with an I/NGO preferred.

Preferred qualifications

  • Familiarity the relevant public donors’ regulations a plus.
  • Proficient in Excel and experience with Word and PowerPoint. Knowledge of Oracle financial accounting package or similar financial reporting software a plus.

C.  Housing Recovery and Reconstruction Platform (HRRP): 

1.  Driver (2 position based in Lalitpur): You will safely operate vehicles to help ensure operational effectiveness in support of high-quality programming. You will ensure the safety of all passengers, pedestrians, other drivers and the vehicles in town and on field missions. Your consistent and high-quality service will contribute to the proper stewardship of resources.

Roles and Key Responsibilities:

  • Take actions as instructed to maintain allocated vehicles clean inside and out, in sound mechanical and operational condition, and equipped with First Aid Kits, spare parts and tools. Signal actual or potential problems and/or threats to immediate supervisor. 
  • Transport CRS staff and visitors as instructed, observing local traffic and road safety laws and all CRS vehicle policies to ensure safety of passengers and luggage. Instruct passengers to use seat belts at all times. Report any accidents immediately.
  • Ensure all vehicles have vehicle log sheets and pens. Maintain and submit accurate records for all trips and fuel purchases.
  • Deliver and pick up equipment, materials, documents, and mail including loading/unloading CRS vehicles, as required.
  • Secure the vehicles when not in use. 
  • Perform minor vehicle maintenance and repair as required. 

Basic Qualification and Experience 

  • Grade 10 Pass
  • Valid driver’s license with clean driving record
  • Minimum of 2 years work experience as a driver
  • Knowledge of minor vehicle maintenance and repair
  • Excellent knowledge of road traffic regulations, road network and road safety best practices
