Sustainable Agriculture or Environment and Water Source Conservation Center (SAEWCC) is a non-governmental organization registered at District Administration Office, Dailekh in 2063. This organization is implementing "Bulding Hope Along the Karnali River Basin" (BHAKARI) project in partnership with Mercy Corps Nepal. The project is being implemented in Athabis municipality, Dullu municipality, Chamundabindrisinai municipality, Bhairabi rural municipality and Thatikandh rural municipality). SAEWCC Dailekh is seeking qualified, dynamic and motivated Nepali citizen for the following position in order to implement the BHAKARI program in these working areas.

Position - Admin & Finance Officer 1 Person (Based in Dullu Municipality, Dailekh)

Major Responsibility: The Admin & Finance Officer will be responsible to manage finance, administrative, human resources, operation, and monitoring as well as to ensure financial compliance with USAID regulations and the organization's policy, budget control, and financial reporting. Lead administrative, financial and procurement management for the project, establish and follow a strong system on payment procedure, funds control, cash management, and internal controls, and ensure accounting standards and conditions included in the grant. Prepare and implement charts of accounts, reporting templates, reporting from software and internal controls systems, prepare and submit financial reports, maintain good communication, networking and coordination with stakeholders. The Admin & Finance Officer will work full time on the project.

Job Description:

  • Prepare vouchers; ensure proper budget coding as well as all necessary supporting documents are attached, cheque writing and submission for approval
  • Timely payments of vendor’s bills and settlement of advance, liabilities and receivables etc and reconcile periodically.
  • Responsible for annual remuneration tax assessment, monthly pay roll, retirement fund and TDS management. Work closely with Finance & Admin coordinator for this job.
  • Ensure the financial management system is in accordance with Donor’s & Organization guidelines, International & National Accounting Standards.
  • Data entry into the accounting software and generate reports as required.
  • Prepare and submit fund request and financial report as per reporting deadline
  • Provide budget expenses status on timely manner to Program Coordinator, Executive director and other necessary staffs for better implementation
  • Assist and facilitate in budget preparation and revision during program program implementation
  • Promote transparent and good financial management practices with solution to minimize any risk of misappropriation and inefficiency
  • Monitor petty cash.
  • Manage all bank transactions & monthly bank reconciliation.
  • Provide support for internal, external and project audit as per requirement
  • Prepare statement of VAT receivable and process for VAT refund, ensuring all eligible of VAT refund
  • Maintain updated inventory records, also ensure all assets and office equipment are in good working conditions. Carry necessary and periodic maintenance works in timely manner.
  • Manage and safeguard staff leave records, daily attendance sheet, timesheet, contracts, personal files and other official records.
  • Arrange logistics support for seminar, training and field missions.
  • Provide necessary logistics arrangements (purchase of supplies, air tickets, vehicle hire, hotel services, meeting arrangements, etc.)
  • Ensure proper maintain of vehicle log book.
  • Provide necessary solution and justification to any management concerns raised by donor or management related to financial management.

Minimum Qualification and Experience: Bachelor Degree of Commerce, Business Studies in Finance/Accounting or equivalent subjects is preferred. Minimum 3 years' experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO projects, demonstrated experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet, experience working in a computerized accounting environment like IPAS, FAMAS, ability to lead financial management of the project/program and link this with the overall financial management of the organization.
