Social Service Centre (SOSEC) Nepal is working by giving high priority and sensitivity on the rights of women and children under the principle of integrated development approach to obtain rights of women, children, raute community and backwarded communities in  Dailekh, Kalikot and Surkhet districts of Karnali province and Achham district of Sudurpaschim Province of Nepal with the coordination and collaboration with different development partner organizations. SOSEC Nepal as an organization is also adopting zero tolerance policy on violence against women & children, and on the issues of corruption.

SOSEC Nepal, Dailekh is implementing SAHAYATRA II Project in partnership with the Save the Children and in close coordination with Gurans Rural Municipality, Dailekh.  We are seeking applications from competent and self-motivated Nepali citizen for the following positions under the aforesaid project. These positions are based in Dailekh (Gurans Rural Municipality).

a)    Designation:  Admin and Finance Coordinator

Number of Position:  One (1)

Detailed job description / requirements:

  • Ensure the entire utility facilities run/in place smoothly including the functions of generators, computers, photocopy, fax, vehicle, motorbikes and telephone.
  • Develop and maintain in filing and archiving system of hard copies & electronic copies and also develop and monitor a correspondence system with reference structure;
  • Ensure and follow-up checklists of office license, renewal all vehicle blue book, renewal for house rent.
  • Support program department on special events e.g. seminars, workshops, retreat.
  • Supervise the maintenance of field office and office space (library, meeting hall, public area, store room etc.)
  • Prepare vouchers; ensure proper budget coding and generating payment vouchers and submitting for approval.
  • Prepare Monthly Bank reconciliation & Send TDS deposit in timely manner.
  • Work closely with Logistics/procurement & admin team to support the procedure & documentation 
  • Support program staff/partners in project planning, phased budget & DIP preparation, budget forecast and program
  • Timely payments of vendor’s bills and settlement of advance, liabilities and receivables etc and reconcile periodically.
  • Fulfil all the recommendation from the voucher verification, all types of audit and management response in time in close coordination with Program Director and thematic heads. 
  • Visit and Interact with community site (at least 5% working hour), carry out document verification and coaching, prepare the field visit document verification/ monitoring report and share the report/ recommendation to relevant authorities including board and program management. 
  • Ensure project complies with Government, Donor and SC requirements as stipulated in the Sub-award agreement
  • Comply with all Zero tolerance policy and procedures with respect to child safeguarding, fraud and dishonesty and harassment.
  • Ensure procurement process in the office and project sites; e.g booking tickets, hotels, purchasing, office monthly bills   when needs arise
  • Support to Logistic and Procurement Officer to develop Annual Procurement and Supply Management (PSM) Plan and Consolidate and analysis of procurement plan and finalize the frameworks agreement as per requirement of different categories.

QUALIFICATION & EXPERIENCES;

  • Master's Degree/Bachelor's Degree in management or related discipline. 
  • At least three years of experience for Master's Degree Holder and five years for Bachelor's Degree Holder as well as working experience with the community, local government, schools and children.
  • Good understanding/knowledge of the local context and sensitivities. 
  • Fluency in written and spoken English essential
  • Analytical skills.
  • Good communication skills, written and oral. 

b)    Designation:  Construction Officer (Engineer/ Sub Engineer)

Detailed job description / requirements:

Project Planning and budgeting 

  • Lead ineffective planning, budgeting, monitoring and supervision of Sahayatra II project in Safe School theme in accordance with the Project design, log frame, Safe School guidelines, framework, policies and country priorities. 
  • Ensure the minimum standard of Safe Schools (Including Design and estimation) developed by SC and government/State/Palikas.
  • Assess and Support staffs for their overall management (program and organizational) capacity building on Safe Schools.
  • Ensure delivery and quality of the program and budget spent on time and producing intended result.
  • Developing cost effective and result oriented plans in collaboration/consultation with the local level Governments for immediate and long-lasting changes in the lives of children and targeted communities. 
  • Enhance linkages/networking among palikas / district line agencies for policy advocacy and effective implementation of Safe School programs.
  • Provide support to Safe School section of Palikas and staffs in strengthening safe school approach.
  • Provide training and orientation to enhance the technical capacity of project staffs, Palika people and stakeholders on safe schools
  • Provide technical supervision for the utilization of training through coaching, feedback and suggestion to maximize the impact

Project Implementation 

  • Implement construction plan with the quality & budget as stipulated in the detail implementation plan and phased budget. 
  • Track construction budget vs expenses on monthly basis. Develop corrective action plan if required and ensure its implementation. 
  • Build capacity of field staffs, government people for quality implementation in safe schools,
  • Fulfil all the project compliances and requirements
  • Prepare the assessment report of the construction, renovation, small mitigation, disable and child friendly class set up 
  • Design, estimate and completion report of construction, renovation work
  • Mason orientation and training 
  • Facilitate on social audit at schools on construction, renovation related work

Monitoring, Reporting and Documentation

  • Conduct regular field visits with appropriate tools and checklists, including interaction with beneficiaries to learn about program effectiveness and needs of the beneficiaries. 
  • Ensure the project implemented as quality benchmark.
  • Provide Technical support in collecting quality data in related with safe school component 
  • Ensure the data in OPMIS and in total reach related with safe school component
  • Prepare the quality reports and submit on time to relevant authorities. 
  • Assist line manager to prepare and submit periodic reports (Semi-annual, Annual & other relevant) on time. 

Coordination, Collaboration and Networking in the field: 

  • Establish and maintain effective & functional institutional relationship with relevant government agencies, Gurans Rural Municipal Education departments, different relevant stakeholders related with safe school 
  • Maintain close coordination with other departments especially with Documentation and Reporting, MEAL, Finance for effective implementation of the project.
  • Strengthen networking and coordination at Gurnas Rural Municipality Dailekh for resource maximization.
  • Close coordination with the civil society network at Palika and district level for long lasting impact to the children's life.

Qualification & Experiences;

  • Bachelor of Engineering (Civil) or Diploma in Engineering (Civil) with experiences as mentioned below.
  • Preference will be given to the candidate having Bachelor of Engineering (Civil).
  • One year of working experience for those having BE (Civil) and three years for Diploma in Engineering (Civil) holders in supervision of community buildings construction works like buildings, health post, schools etc.

c)    Designation:  Psychosocial Counsellor

Number of Position:  One (1)

Detailed job description/requirements:

  • Provide individual or group psychological support such as counselling and support women in violence/exploited, school for mass conversion disorder, community and parents.
  • Provide capacity building for the team on identification and handling of different behaviours during implementation of project activities.
  • Support office staffs, right holders and community members on the identification and handling of cases in line with principles of psychosocial support.
  • Provide support to the curriculum development process for the workshops to ensure that components of psychosocial principles are incorporated. 
  • Develop technical reports on specific cases identified during the individual psychological support sessions.
  • Coordinate feedback meetings with the team and Organization.
  • Participate in the development of professional, effective and appropriate psychosocial programming, including direct individual and group counseling support.
  • Provide professional and confidential services to Schools for mass conversion disorder, rescued individuals/right holders at Balhelp Line 1098 and Shelter.
  • Assist in the development and provision of psychosocial activities within Balhelp Line 1098 and Shelter house within the Karnali Province (Especially on Dailekh, Surkhet and Kalikot district).
  • Supervise and provide counseling training and technical counseling support to social workers directly involved with the psychosocial component of Balhelp 1098, shelter and ADHAR project.
  • Assist with preparing all relevant reports regarding Balhelp Line 1098 and Women and Children Centre related psychosocial activities.
  • Ensure timely implementation of psychosocial program activities.
  • Lead awareness-raising and/or sensitization campaigns related to psychosocial activities and other Sexual and Gender Based Violence (SGBV) related services at program and non-program Municipalities and Rural Municipalities in collaboration with the stakeholders and Social Workers.
  • Lead the team in the development of monthly outreach plans based on case trends and children’s needs.
  • Provide one on one counselling services (6-8 sessions per person) to Safe House residents with personal and social challenges such as conflict, parenting, SGBV issues, death/grief, and dealing with post- traumatic stress disorder and other.
  • Provide extensive and comprehensive programmes and assessments for stress management, depression, anxiety, bipolar management and other mental illnesses
  • Provide individualised, holistic and comprehensive case management to Sexual and gender-based violence (SGBV), Girls being Sexually Exploited (GbSE) including: intake assessment, family assessment, benefit assessment, goal setting, long-term care plan development, weekly case plan development, progress monitoring and referrals.
  • Compile counseling monthly and quarterly reports on the referred cases and provide best solutions to cases.

TECHNICAL SKILLS, EXPERIENCE, AND KNOWLEDGE:

  • Must have a minimum of Diploma in Counseling Psychology/Guidance and Counseling from a recognized learning institution and at least three years experience in the field of counseling, training, group facilitation, supervision and/or community based psychosocial programming.  
  • Must have special interest, understanding, sensitivity and proven skills of working with groups of internally suffering vulnerable children, adults, women and, appropriate stress management and burnout prevention skills.  
  • Must have good organizational management and leadership skills. In addition, must be able to develop strategies, and negotiate ideas with stakeholders.
