Position: Accountant

Job Description 

RTI International is seeking Accountant for the Act to End Neglected Tropical Diseases | East program.  Act to End Neglected Tropical Diseases | East is a five-year program funded by the United States Agency for International Development (USAID) that supports national governments to reach their control and elimination goals for neglected tropical diseases (NTDs) through proven, cost-effective public health interventions.   Act to End NTDs |East (2018-2023) is led by RTI International, with a consortium of partners including The Carter Center, Fred Hollows Foundation, Light for the World, Results for Development, Save the Children, Sightsavers, and WI-HER.

The position is responsible for the day-to-day accounting function of the Act to End Neglected Tropical Diseases | East Program. He / She will be is responsible for ensuring appropriate systems and procedures (payroll, cash management, vendor payments, budgeting, and other related expenditures) are followed to properly disburse, account, and report project funds which are cost effective, timely, have proper internal controls, and comply with the terms of the agreement.

This position is based in Kathmandu, Nepal. The accountant will coordinate and report to Act to End Neglected Tropical Diseases | East program’s Finance and Grants Officer (Nepal) for daily operations. 

Duties and Responsibilities:

Accounting and Finance

  • Assists the FGO in the administration and oversight of program funds in coordination with RTI and USAID guidelines.
  • Maintains local accounts on the QuickBooks computerized accounting system; enters and codes all transaction in QucikBooks.
  • In coordination with human resources, processes monthly payroll to personnel. Calculate the tax of staff and deposit the amount timely to the tax office.
  • Fill in the form to deposit Tax Deduction at Source System (TDS) at Inland Revenue Department on the monthly basis and update the Electronic Tax Deduction at Source System (e-TDS) details on the website of Inland Revenue Department
  • Initiates all checks and other payments to vendors following RTI and USAID rules and regulations.
  • Perform monthly Value Added Tax (VAT) reconciliation and submit VAT returns timely to Inland Revenue Department.
  • Maintains financial management files of backup documentation for all local transactions as required by USAID regulations and RTI policies, including files for vendors and grantees, and ensues audit trails for all necessary documentation.
  • Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings.
  • Identifies potential accounting discrepancies and works with the FGO to effectively research, track and resolve these issues.
  • Monitors project budget to ensure project expenditures versus milestone and reimbursements.
  • Coordinates with necessary technical and finance Act to End NTDs | East Nepal team members to compile project financial reports.
  • Identifies potential accounting discrepancies and works with the FGO to effectively research, track and resolve these issues.
  • Address monthly financial reports review comments raised by the Internal Accountant 
  • Maintain petty cash and making petty cash payments
  • Make payments to workshop participants (including travel and meals refunds) as designated by the supervisor
  • Performs other duties assigned by the supervisor.

Administration

  • Establish and maintain an efficient filing system of project documents specific to the project.
  • Check the vehicle logs and sign them to ensure a good control over the use of vehicle
  • Facilitate for the Custom Clearance of the Equipment sent from RTI Headquarter.
  • Maintain and update staff travel and leave record.
  • Assist in Front office activities as needed
  • Perform other similar duties as directed by supervisor.

Required Qualifications and Experience

Bachelor’s in business administration / Accounting and at least 3 years’ experience (or Master’ s in business administration / Accounting and 1 year of experience) in management of financial system, accounting, financial reporting, auditing for a USAID funded project.

Skills & Abilities

  • Professional Accounting Designation (CA, ACCA) or significant progress toward obtainment of designation preferred
  • Demonstrated knowledge, skill and /or experience in accounting, financial planning and management, accounting transaction, budgeting, reporting, and ensuring compliance or internal control systems.
  • Knowledge of accepted accounting practices and principles
  • Significant experience using QuickBooks highly desirable
  • Details oriented, organized, and able to meet tight deadlines
  • Work experience with USAID fund is preferable
  • Must possess a high degree of integrity and confidentiality and ability to work in a team setting.
  • Ability to work independently and work well with others
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
  • Must possess excellent oral and written communication skills and fluency in English and Nepali
  • Ability to multi-task
