Accountant

Chemonics seeks an Accountant for the three-year, £10million DFID-funded Nepal Climate Change Support Programme Phase 2 (NCCSP2). The Nepal Climate Change Support Programme (NCCSP) is the Government of Nepal’s flagship programme to enhance climate change adaptation and resilience planning and implementation at the local level. Under NCCSP Phase 2 (NCCSP2, 2019 – 2023), Government implementation will be supported by a Technical Assistance Provider (Mott MacDonald Limited) and by a Fund Manager (Chemonics).

General Summary and Background:  The Nepal Climate Change Support Programme (NCCSP), funded by the Department for International Development (DFID), is the Government of Nepal’s flagship programme to enhance climate change adaptation and resilience planning and implementation at the local level. Under NCCSP Phase 2 (NCCSP2, 2019 – 2023), GoN implementation will be supported by a Technical Assistance Provider (Mott MacDonald Limited) and by a Fund Manager (Chemonics).

The Accountant is responsible for undertaking the following:

  • Provide fund management Technical Assistance to Municipalities to deliver climate resilient projects 
  • Channel NCCSP2 implementation funds to UCs/contractors and other activities commissioned by the Municipalities; 
  • Build capacity of Municipalities engaged in NCCSP2 projects to manage climate funds; and 
  • Incorporate lessons learnt on the financial capacity of Municipalities and User Committees/contractors and on fund flow mechanisms.

Principal Duties and Responsibilities (Essential Functions)

Finance/Accounting

  • Review payments to ensure that all supporting documentation and approvals are accurate
  • Review copies of all receipts for all expenses and expense reports
  • Facilitate provision of information and documentation during audits
  • Enter all accounting transactions into the accounting software (Abacus) 
  • Review procurement transactions to ensure that all supporting documentation and approvals are accurate
  • Oversee bank reconciliation process 
  • Ensure the maintenance of proper accounting documentation
  • Oversee processing of payroll each month and prepare salary receipt/payroll forms, as well as the Provident Fund withholdings and employer contributions
  • Liaise with income tax authority and remit employee withholdings on a monthly basis
  • Serve as the primary point of contact with the home office Field Accounting & Compliance Team (FACT) representative
  • Examine monthly wire transfer requests through a thorough analysis of projected project expenditures 
  • Review and monitor monthly subcontractor invoices
  • Ensure accuracy and compliance with VAT reporting requirements 
  • Ensure all transactions are in compliance with DfID rules and regulations.
  • Perform other duties as assigned to achieve the Programme’s goals and objectives 

Administrative

  • Develop and maintain basic administrative systems to ensure compliance with DFID and Chemonics policies.
  • Ensure project compliance with the GON and Chemonics home office human resource practices related to recruitment and hiring. Maintain personnel records in compliance with DFID regulations and local laws, including leave accrual and use, and ensuring timesheet accuracy. 
  • Draft employment contracts for field employees and ensure compliance with local labor laws. 
  • Review petty cash fund, including disbursing of funds, recording expenses and ensuring receipts are received.

Job Qualifications

  • A degree in accounting, business or commerce is preferred. 
  • Strong knowledge and understanding of USAID regulations is required. 
  • A minimum of 3 years of experience in accounting is preferred. 
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and Abacus or QuickBooks is necessary.
  • Professional proficiency in English and Nepali required. 

Supervision

The Accountant will report to the Team Leader.

Working Conditions/Duration of Assignment

This position is based in Kathmandu. This position may require periodic travel outside Kathmandu.
