Norwegian Red Cross(NRC) is a long-standing partner to Nepal Red Cross Society (NRCS) and has a regular presence in the country for over 30 years. Currently, NRC supports NRCS social inclusion, human trafficking and HIV activities in two Districts. In response to the earthquakes, NRC deployed an ERU Field Hospital to Chautara in the Sindupalchowk district and will continue to support NRCS in its integrated recovery response program over the next two years in 4 VDC of the same District.

Norwegian Red Cross is working within the IFRC integration umbrella in the country and its program office is located within the premises of NRCS HQs, with national and internal staff.

 Job purpose

This position will be part of the NorCross Nepal team and are seeking an experienced and qualified technical professional to support technical planning and implementation of the Water supply, household/Schools Sanitation and Hygiene promotion activities as well as supporting other shelter and infrastructure activities within the integrated recovery program. 

The Technical Project  Officer will coordinate with experts, consultants, NRCS (district and HQ) staff, and local communities to ensure the success of ongoing water supply, sanitation activities to transfer insights and lessons learnt into the planning and assist in the setup of the reconstruction assistance activities (rehabilitation reconstruction of water supply schemes shelter and latrine Constriction) . He/she will ensure compliance with governmental policies and recovery cluster guidance while preforming this role. This position is based in Kathmandu with frequent visit to district and working VDC Kunchowk, Nawalpur, Bandegaun and Melamchi, and will report  directly to the WASH Delegate.

 Job duties and responsibilities

  1. dvise on the development of technical project components primary focus on WASH and secondary responsible for  owner-driven housing project with integrated WASH, DRR, livelihood/cash transfer and reconstruction capacity building components
  2. Contribute to overall project planning, assessments, surveys, proposal development cost estimation and progress reporting
  3. Supervise the implementation and monitor all construction-related activities in line with approved proposals and budgets (quality, progress, achievement of results, use of budget); make recommendations for adjustments in the main project implementation phases
  4. Develop technical designs, BoQs, timelines, monitoring and inspection plans,
  5. Assist in establishing monitoring and reporting systems for technical project components; guaranteeing systematic data gathering and reacting on relevant deviations from planning by proactively informing supervisors and outlining adaptations to reality on the ground
  6. Assist in establishing a systematic documentation and filing system together with NRCS district chapter (decisions taken, progress, beneficiary selection, photos, designs etc.)
  7. Ensure that the programme design takes into account and mitigates environmental impacts, gender inclusion, accessibility, natural hazard risks and land tenure issues and isin line with government earthquake reconstruction policies and shelter/WatSan cluster guidance, SPHERE and other shelter/WASH related national government policies and contribute to global water and sanitation initiative and sustainable development goals.
  8. The technical officer will work hands on in the field with supervising the construction activities of the WASH components. This will most likely involve ensuring all technical aspects of the WASH components, management of local staff/ Volunteer beneficiary communication etc.
  9. Ensure that gender and diversity issues are considered in the design and implementation of the program, that the Sanitation programming is consistent with the shelter program approach and integrates environmental considerations
  10. Ensure that beneficiaries are actively involved in all aspects of the response activities. Identify community needs and capacities using participatory tools and working closely with community action groups.
  11. Ensure good coordination with authorities, Red Cross Movement, NGOs, suppliers and other relevant stakeholders and all MOU, agreements and approvals are in place with Government departments and with the communities.
  12. Initiate, support and facilitate capacity building of NRCS district and local government staff and the communities’ as well as Hygiene Promoters, social mobilizers.
  13. Support the ERO and District with the presentation and coordination of project activities with all stakeholders; integrating feedback from the team, communities and authorities to assure the project’s success
  14.  Advise on logistical procedures for procurement, material transport, storage and Manage administrative processes in line with budget provision and internal regulations
  15. Advise on budget elaboration and control for technical project activities, requesting written approval from the budget holder for relevant deviations
  16. Respect financial competences, procurement guidelines, security regulations and other NRCS and NRC internal regulations, and the directives of the line manager
