The Public Defender Society of Nepal (PDS Nepal) is a not-for-profit, nongovernmental organization that upholds the human right to a fair trial and life and liberty, by defending poor, marginalized and vulnerable persons accused of criminal offenses, regardless of age, gender and ethnicity. It also works with the government to build its capacity to meet its legal obligation to provide criminal defense services to poor persons who cannot afford to hire private lawyers, so that all accused have equal access to competent defense lawyers. The primary mission of the organization is to ensure fair and effective access to justice, to develop a public defender system in Nepal and to work to develop the efficiency and sustainability of a Nepal public defender system. It focuses on the need for quality and meaningful legal representation for indigent accused in judicial and quasi-judicial tribunals.

Post: Training Officer / Advocate (full time)

No: 1 (Duty Station: Kathmandu)

Duration: One year (renewable upon availability of funds and performance)

ILF-Nepal provides free legal representation to poor men, women, and children who cannot afford counsel and who are accused of crimes in Nepal. ILF-Nepal seeks qualified, dynamic and results oriented Nepalese citizen applicants for One (1) open position for full-time Training Officer/ Advocate in its Kathmandu Office to assist Training Coordinator in the smooth and effective functioning of training events and special projects. Responsibilities of Training Officer include assist in Training Coordinator in managing, designing, developing, coordinating and conducting large as well as small scale training programs.

The overall responsibilities of Training Officer is to assist Training Coordinator in: 

  • Developing training plans for both internal and external training programs
  • Developing a training program for Baitanik Wakil and other legal aid providers to increase their capacity to provide quality representation to their clients
  • Organizing all external training sessions including logistics, coordination with partners and media
  • Creating a brochure of training sessions available to Nepal’s defense bar and develop and implement a plan to circulate the brochure widely throughout the justice community
  • Developing an internal training program for ILF-Nepal lawyers that supplements the office’s intensive mentoring and that is applicable to lawyers at varying levels of skill and experience
  • Researching and creating performance/impact evaluation mechanisms, including surveys, observation and testimonials
  • Researching innovative and effective training methods and working with the training coordinator to assess and implement them.
  • Designing and preparing educational aids and materials to be used widely in our training program and that are consistent with ILF-Nepal training standards.
  • Assessing the effectiveness of training sessions by summarizing participant surveys and evaluations, observations, resource person notes, etc. to assist the coordinator in determining the impact of ILF-Nepal’s training program, and suggesting improvements, as necessary
  • Maintaining and updating curriculum, database and training records
  • Developing and  train-the-trainer curriculum and program
  • Managing and maintaining periodic in-house training facilities to refresh staff members and identify equipment for the training
  • Providing legal representation to ILF-Nepal clients is a must as the post holder will carry a caseload along with their training related responsibilities. 

REQUIREMENTS / QUALIFICATIONS

  • Bachelor Degree in Law
  • Proven 3+ years' work experience as a trainer, training facilitator or coordinating multiple training events in I/NGOs setting
  • Extensive knowledge of instructional design theory and implementation
  • Adequate knowledge of learning management systems and web delivery tools
  • Proven ability to complete full training cycle (assess training needs, plan, develop, coordinate, monitor, evaluate and recommend)
  • Good knowledge of substantive & procedural law of Nepalese law, Provision of International Law, Case law.
  • Familiarity with traditional and modern job training methods and techniques for strengthening the capacity of in-house staff members
  • Representation of criminal cases are added advantage as the post holder is to represent accused / detainees in all forms of criminal cases.
  • Proficiency in MS Office operation
  • Advanced organizational skills with the ability to handle multiple assignments
  • Strong communication skills 

Salary:  NRS. 30,000 to 33,000 before tax (depending on experience) Other fringe and benefits are as per organization's policy.
