Mobile Application Design and Development for MeroReport under the CS:MAP (Civil Society: Mutual Accountability Project)

Scope of Work

Task: Equal Access seeks a consultant,agency or firm with relevant expertise to design and develop a mobile application for the existing website, www.meroreport.net. This application is meant to serve as an online collaboration platform among CS:MAP's national and sub-national level Civil Society Organizations (CSOs) and media partners, and within CSOs and media broadly, to monitor and report on cross-sectoral oversight of public resource use and public service delivery.This user-friendly, interactive platform should also allow users to:

• Share results of oversight efforts, communicate online andupload content through videos, photographs,blog posts,stories and messages;
• Create issue-specific working groups for sharing, learning, and broad mobilization on public policy advocacy and oversight efforts;
• Interact as interested citizensand hence promote user-generated content among citizen journalists or citizens' oversight groups;
• Promote awareness of social accountability mechanisms such as the right to information,citizen charters,public hearings,and social audits; and
• Navigate and access media and other knowledge products generated by the project, or other relevant knowledge material and resources.

Background

Historically, EAI has focused its resources on programmatic implementation in the hardest to reach places in the world. Given the changing international development field and organizational growth,EAI has identified the need to extensively modernize and improve our current website design and hosting platform.

Brief description of the mobile application features:

The hired company / Vendor / Agency will be required to create (design,develop,test and implement) an android based mobile application of (MeroReport) within the designated timeline which meets the following criteria:

• Utilize meroreport.net website to populate and feed mobile app.
• Member sign up
• Member login and posting from their profile (blog, discussion, photo, video etc.)
• Radio program link populated from website
• Offline listening to the radio program
• Advertisement/announcement populated from website
• Push notification of highlighted post
• Push notification of updated radio program link
• Easy navigate menu
• Social media link with like/ follow button

Analytics:

• Track how many user downloaded the app
• Track how many blog/discussion/photo/video or any other content posted through app
• Track how many listened to the radio program through app

PROPOSAL STRUCTURE:

Quotations should be structured as follows and provide complete details as indicated:

• Company Profile (key staff to be involved inapp and their relevant experience etc.)
• Understanding of the Scope of Work.
• Proposed Methodology Approach and detailed Timeline with Deliverables.
• Proposed Technology (with justification):-please highlight the pros & cons of the technology proposed.
• Team Strength (who will work on this project)
• Detailed Cost Break-up 
• Links to good examples of work already completed by the consultant/company.

Options for ongoing support beyond the design and initial operation will be considered an advantage.
