Government of Nepal Ministry of Local Development Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) Rural Reconstruction and Rehabilitation Sector Development Program (RRRSDP) Project Coordination Unit (PCU) Invitation for Expression of Interest (EOI) from interested Rural Water Supply and Sanitation Engineer, Sub-engineer, Assistant Sub-engineers and Social Mobilizers/ Facilitators (Contact No: PCU/IC-CS/02/2010) (First Publication Date: 28 January 2010) Government of Nepal has received a Grant from the Asian Development Bank (ADB), loan from OPEC Fund for International Development (OFID), grant from UK's Department for International Development (DFID) and Technical Assistance for four districts from Swiss Development Cooperation SDC) to finance Rural Reconstruction and Rehabilitation Sector Development Program (RRRSDP) to improve the connectivity, enhance economic and employment opportunities, increase access to market and social services of rural communities. The project components include (i) improved rural roads; (ii) developed and improved community-based supplementary rural infrastructures; (iii) mhanced equity, employment and income opportunities for the poor and disadvantaged; (iv) strengthened institutional capacity of the Ministry of Local Development (MLD), the Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR), the District Development Committee (DDC) of project districts; and (v) improved project management. It will additionally support for components (ii) to (v) to the existing 18 Decentralized Rural Infrastructure and Livelihood Project (DRILP) districts. The RRRSDP, Project Coordination Unit (PCU) intends that part of the proceeds of this grant will :e applied under the contract for hiring domestic individual consultants - Assistant Sub-engineers ind Social Mobilizers / Facilitators for RRRSDP districts to work under District Implementation Support Team (DIST) and Rural Water Supply and Sanitation Engineer, Sub-Engineer, Assistant sab-engineer and Social Mobilizers for DRILP districts. Thus, RRRSDP, PCU invites experienced md interested Individuals to submit the Expression of Interest (EOI) for supporting the implementation ef projects activities. The scope of services includes assisting for the identification, selection, planning, survey, design, social mobilization and supervision of the implementation of the subprojects, as well is supporting the districts to assess and select the supplementary investment projects. They shall be based in the district and shall maintain their operations from there. The Individuals shall work closely ad in integration under DIST/District Project Office (DPO) in RRRSDP districts and in case of 7JRILP district individual shall work under DTO. The individuals will be selected and engaged under competitive selection method in accordance with re ADB's guidelines on the use of consultants. The Individuals will be evaluated based on qualifications, experiences and expertise in relevant fields. Based on the evaluation of the EOI, the Individuals will it short-listed and out of them only the top ranked Individuals will be invited for negotiation and remaining short-listed individual's name will be maintained in roster up to six month and will be ailed if position will be vacant in the districts for the same position. The interested Individuals may obtain detailed Terms of Reference (TOR) and further information saer at the website of RRRSDP, http://www.rrr.gov.np or from the PCU within office hour. The vacant position for domestic individuals consultants for 16 RRRSDP districts (Panchthar, Ilam, Jhapa, Morang, Sunsari, Dhankuta,, Lalitpur, Bhaktapur, Kathmandu, Chitawan, Manang, Mustang, -rbat, Rolpa, Rukum and Dadeldhura) and 18 DRILP districts (Taplejung, Solukhumbu, Okhaldhunga, iaiechhap, Gorakha, Lamjung, Myagdi, Baglung, Humla, Mugu, Kalikot, Jumla, Dolpa, Jajarkot, Bajhang, Bajura, Baitadi, Darchula as Follow: ASSISTANT SUB-ENGINEERS-11 LOCATION: Panchthar, Ilam, Jhapa, Dhankuta,Sunsari,Kathmandu,Bhaktapur,Chitwan EXPERIENCES: TSLC (Civil) or similar qualification with 3 years general experience and 2 years specific experience. ASSISTANT SUB-ENGINEERS - 3 LOCATION: Ramechhap, Baitadi, Darchula EXPERIENCES: TSLC (Civil) or similar qualification with 3 years general experience and 2 years specific experience. SUB-ENGINEER- 2 LOCATION: Okhaldhunga, Mugu , EXPERIENCES: Proficiency level/Diploma in civil engineering with at least 3 years general experience and 2 years of specific experience in water supply and sanitation projects. The concerned EOI must be delivered to either RRRSDP, PCU or District Technical Office of 16 RRRSDP and 18 DRILP districts as mentioned in the above table not later than the working hours of 16th day of first publication i.e. on 28 January, 2010. If the last date of submission of the EOI happens to be a holiday, the next working day will be the last date for submission. The Individuals (consultants) must include the detailed signed CVs including overall experiences, qualification, work-related trainings. The scanned copy of the EOI with signed CV could also be submitted to the following email address of RRRSDP, PCU. The Consultants must include at least immediate past 3 years experience of similar nature of job and location. The consultant must have the general qualification (education and relevant training(s)); general, specific and regional experiences in the relevant field as mentioned in the TOR. The consultants shall provide information in accordance with the TOR. Any subject matter not mentioned above will be guided by the prevailing policies and procedures defined in Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers, February 2007.
