Help-Hilfe zur Selbsthilfe e.V. (meaning help for self-reliance), hereinafter Help, is a German based non-political, non-sectarian, non-governmental, non-profit making humanitarian organization founded in 1981. In line with its principle of assisting people towards self-reliance, Help works together with people in need, irrespective of their gender, age, political views or religious beliefs, by providing immediate aid in the aftermath of disasters and by making sustainable contributions to reconstruction and rehabilitation efforts in all areas of life. Help’s underlying long-term objective is to reduce the vulnerability of communities to new conflicts or extreme natural disasters. People and the preservation of human dignity are the focus of everything Help does.

Details / requirements:

Help – Hilfe zur Selbsthilfe, a German non-governmental organisation providing worldwide humanitarian assistance and development aid since more than 30 years, has been part of the post-earthquake emergency response in Nepal and is now planning to further expand its assistance programme in Sindhupalchowk, supporting public infrastructure reconstruction and housing, WASH, DRR and livelihoods activities. To this intent, the organization is seeking an efficient, motivated and experienced candidate to fill the position of Sub-Engineer.

Sub-Engineer -1

Based in Thulosirubari VDC, Sindhupalchok

Scope of the position: Under the direction of the Senior Field Engineer, the sub-engineer will be responsible for the site supervision and the quality control of the reconstruction and rehabilitation activities and reporting the activities.

Main Responsibilities / Duties

  • Demonstrate at all time understanding and respect of local cultural norms, traditions and expectations while dealing with members of the community.
  • Know perfectly, respect, and ensure strict compliance with the National Building Code and earthquake resistant techniques
  • Represent HELP in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of HELP's mandate and ethics.
  • Daily supervision, quality control and progress recording of reconstruction activities.
  • Prepare and check work progress schedules, minutes of weekly construction meeting, adopting any necessary change in order to meet agreed deadlines and budgets.
  • Ensure the budget of the project is not overspent. Collect offer from contractor in case of unexpected extra works to be approved by the line manager before execution.
  • Prepare measurement survey, bill of works according the work progress and cost estimate of remaining works and potential extra works.
  • Ensure any contract and agreement with contractors, implementing partners and community is respected.
  • Ensure the security of students, workers and community for any construction activity.
  • Contribute to technical oversight, input, supervision and coordination of skilled and unskilled members of the community across all wards.
  • Provide technical assistance and advice to the contractors:

               - in regard to general construction techniques
               - in regard to earthquake resistant construction techniques.
               - of a general nature in regard to use of building materials.

  • Record data harvested from the field in a neat and organized manner.
  • Undertake trainings when and as required including earthquake resistant construction techniques.
  • Assess, monitor and conduct field assessments compiling data and information for reporting.
  • Assist the the Senior Field Engineer in the coordination of field activities with, School Management Committees, Local stake holders (VDC, WCF, Project Committees), INGOs and other actors active in Sindhupalchok and particularly in ThuloSirubari.
  • Undertake daily activities as directed addressing and reporting issues as they arise.
  • Keep the line manager informed of all site activities with daily summaries, weekly reports and regular meetings, as established.
  • Prepare daily, weekly and monthly progress reports.
  • Any other specific task upon request from the line manager.

Skills and qualification

  • Diploma in Civil Engineering with a minimum of 2 years of working experience. 
  • Trained on earthquake resistant construction techniques by NSET, DUBDC or other actors is an asset.
  • Strong knowledge of: Site supervision and construction quality control methods, construction works schedules, cost estimate, bill of quantities, bill of works, measurement survey. 
  • Very strong ability in Civil Engineering Designs and Drawings
  • Ability to train people and produce complete, clear and concise reports.
  • Knowledge of Excel, and technical drawing software (Autocad).
  • Person with good problem solving and communication skills dedicated and well organized.
  • Flexibility, resourcefulness and willingness to work in rural areas with basic accommodation facilities.
  • Working experience with INGO or international donors will be an asset.

Contract duration: 3 months with the possibility of extention.
