One Heart Worldwide (OHW) is an International Non-Governmental Organization that has been working in the area of Maternal and Neonatal Health (MNH) since 2011. OHW works with local communities and local health service providers to develop a culturally appropriate Network of Safety around mothers and infants, by raising awareness, teaching good practices, and distributing essential equipment to ensure that mothers and infants survive delivery and the first months of life.

One Heart World- Wide is an International Non-governmental Organization that has been working in the area of maternal and child health for the past ten years. OHW has been in Nepal since 2010 supporting MOH to strengthen district health system to improve maternal and neonatal health services across entire districts where it worked. We are implementing OHW’s approach of Network of Safety for mothers and newborns in nine districts and is in the process of scaling in the newer districts in the coming years. OHW is seeking experienced and result-oriented Nepali professionals for the following Position.

JOB DESCRIPTION:

Position: Sr. Program/Monitoring & Evaluation Officer 

Report To: Program Director

Direct Reportees/Supervision: District based staff and M&E team

Location: Kathmandu, OHW Country Office 

JOB RESPONSIBILITIES AND MAIN DUTIES:

Leadership & Management

  • Work with Chief Operations Officer in USA office to develop a plan/annual and implement a comprehensive baseline and end-line protocol, collect periodic data and information as per funding requirements.
  • Work closely with Program team in developing M&E framework, detail implementation plan, performance indicators and targets embedded in the work plan.
  • Interact with the district based program staff to monitor program progress and achievements. Identify key issues, lessons learned and best practices, document and publish.
  • Lead and manage the M&E team
  • Coordinating closely with the Ministry of Health, partners and stakeholders for data planning, identification of data sources, and collection of data for monitoring purposes and result dissemination. 
  • Manage relationship with partners.
  • Monitoring and following up progress on various proposals, meetings, reports, research papers etc. with concerned authorities.
  • Participate in meetings and represent OHW as required.

Technical

  • Establish M&E framework with clear-cut goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
  • Preparing periodic progress reports covering all aspects of OHW activities which includes event based reports, monthly, quarterly and annual progress reports.
  • Assist in grant applications and reports in M&E related matters. 
  • Track program progress against indicators and ensure early identification of any areas requiring necessary action.
  • Harmonize program monitoring indicators and systems with national M&E framework and meet donor’s compliance.
  • Promote use of data to inform decision making and link evidence-based approaches to achievement of results
  • Develop effective information database on projects, providing resource and necessary support for program inputs and outputs.
  • Develop and disseminate programmatic materials.

REQUIRED QUALIFICATION:

Education: Master’s degree in public health or related field.

Prior Work Experience: Minimum of five years of progressively professional experience in a performance monitoring and/or evaluation role with an international development organization.

Language: (fluent) in English and Nepali 

SKILLS AND ABILITIES:

  • Understanding of the Nepal health sector and familiarity with public health issues in Nepal and with HMIS, MoH
  • Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner.
  • Excellent data collection methodology skills.
  • Ability to create organizational work plans based on mission, vision and goals.
  • Ability to lead and coordinate multiple districts without a direct supervisor. 
  • Strong organizational skills in order to balance competing priorities.
  • Ability to work independently to efficiently meet deadlines.. 
  • Strong interpersonal skills.
  • Oral and written communication skills to deal effectively with mid and high level partner contacts, the host government, and the local communities.
  • Excellent computer skills, including word processing, spreadsheet programs and data related applications.
