The Kakani Centre for Development of Community (KCDC) is a non-governmental organization founded in 1993, and since then has implemented projects in the sectors of children trafficking, HIV/AIDS, child labor, health and nutrition, education, agriculture and disaster risk reduction with gender as a cross-cutting issue in partnership with Nepal government and other agencies. KCDC is now implementing the 'Humanitarian Assistance to People Affected by Earthquake' project in the VDCs of Nuwakot district in partnership of Oxfam GB. The kakani Center for Development of Community(KCDC) , a non - governmental humanitarian organization registered under the district administration office Nuwakot, and affiliated to Social Welfare Council (SWC), Nepal has been working in various sectors of Nuwakot since 1993.

The kakani Center for Development of Community(KCDC) was established with a vision of perfect society in which poor and under privileged group people fulfill their basic needs and live in dignity. Since the establishments we have been working in various developmental and informational sectors, namely in livelihood, shelter, ,water supply, sanitation and hygiene, women's trafficking, Child protection, health, DRR,Gender  in the collaboration with different national and international agencies. After the devastating Earthquake of 2072 BS, KCDC in partnership with UNDP,OXFAM,SUAAHARA,WVIN,HELLEN KELLER, and TDH Switzerland is implementing the Earthquake Recovery and Reconstruction Programs in Nuwakot.

KCDC is seeking to fill the following positions inviting applications from interested and highly motivated candidates for Nepal Earthquake Recovery Project (NERP), supported by OXFAM

JOB DESCRIPTION

JOB TITLE

Site Engineer-1

LOCATION

District field base, Nuwakot(Other location can be assigned as per the organization requirement)

DURATION

Fixed Term Till March 2019

JOB PURPOSE: To ensure the quality delivery of Houseconstruction related activities in integrated settlement sites. The major focus mustto be given to support program team to ensure timely and quality delivery of housing construction and related works.

REPORTING LINES:

Post holder reports to: Shelter Officer/Program Coordinator

Staff reporting to this post as a matrix management: Site Overseer, Site Sub Overseer, field supervisor and Site Social Mobiliser.

Budget Responsibility: N/A

KEY RESPONSIBILITIES:

1.    Planning and Preparation

  • To support field staff, local authority, NRA, Oxfam and other related organization to finalize land for the vulnerable people.
  • To support field staff to form user committee and construction committee in housing construction site.
  • To support finance, program coordinator and field staff to prepare MOU and to carry out agreement with User Committee.
  • To discuss and coordinate with Local Government to take support to link access road, water supply and other necessary works.

2.    Construction Preparation

  • Carry out assessment with beneficiary and support Oxfam and organization to finalize the building design and requirements.
  • Support Oxfam staff and Program Coordinator to estimate building and budget breakdown.
  • Support to process for NRA for design approval or other construction related formalities.
  • To support field staff and Oxfam to carry out pre-construction training and orientation to committees. Support to select skilled and non-skilled labor.
  • Support to establishment of temporary warehouse and maintain material tracking system
  • Establish CSEB production house, support to conduct training and ensure production of CSEB in full capacity.

3.    Construction of House

  • To support field staff, Oxfam and consultant to layout the building as per the design.
  • To support field staffs to maintain pace of the construction. Day to day supervision of housing construction. Technical input to labors.
  • Regularly visit the construction site and update the progress of construction. Take the role of field staffs whenever they are in leave.
  • Ensure the quality delivery of every activities at the integrated settlement site.
  • Coordinate with technical person from NRA/GoN to carry out inspection of house construction as per the guideline of NRA/GoN.
  • Ensure all the constructed houses met required compliance and codes with the standard of government and design.
  • Ensure construction committee is well functional and labor contribution from the beneficiary is ensured every day.

4.    Logistic arrangement and supply chain management.

  • Prepare procurement plan and proceed the procurement process timely so that all the required construction materials are available at the site.
  • Follow up the procurement process and maintain the procurement policy and requirements.
  • Support logistic team to transport procured materials with proper safety and security. Ensure materials are received with proper receiving procedure at the site.
  • Ensure any vehicle is transporting materials/goods with full capacity and timely delivery where no goods/materials will be delivered at the site after 6 pm.
  • Support User Committee to procure local and other materials as per the MOU meeting all the compliance and transparency. Ensure quality and timely delivery at the site.

5.    Documentation and Reporting

  • Timely reporting (MAT and MBT) of the completed and ongoing activities, information
  • Ensure timely budget booking of the expenses. Support finance to prepare monthly report.
  • To report, update and other required information about the activity and financial status to the Program Coordinator and Oxfam shelter officer.
  • Prepare case studies, success studies and other show casing materials.

6.     Others

  • To support consulting agency to conduct technical input to the house construction at the site.
  • To liaison with Oxfam Shelter officer to develop plan, implement, monitor and reporting including overall project cycle.
  • To conduct regular field, visit to ensure all the shelter activities are implemented with quality and transparent manner within budget allocation and time frame.
  • To coordinate district as well as local authority to implement shelter/housing activities.
  • To work closely with WASH, EFSVL, Gender, DRR, MEAL and other programs throughout all phases of the project cycle.
  • To ensure gender equality, social inclusion, child protection and health and safetyissues are taken into consideration when implementing all the activities.
  • Other assignment provided by Program Coordinator, Executive Director and concerned Oxfam staff.

SKILLS AND COMPETENCE:

  • Bachelor’s degree in Civil Engineering registered in Engineering Council with at least 2years’ experience in housing, shelter and earthquake resistant technology's highly required.
  • Most importantly, practical experience in earthquake resistant building construction technology.
  • Diplomacy, tact and administrative skills in order to work with people and the post holder should also be at ease in working with local people.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Willingness to travel very remote areas and Good command on team mobilization and facilitation skills.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English and Nepali is essential.
