The Federation has a country office in Nepal since 1965 and has maintained presence through regional representation or a Country Office as circumstances required, providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer term mission of the Nepal Country delegation is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation that enable Nepal Red Cross Society to deliver on its 6th Development Plan 2011-2015, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2020 and Federation business lines.

IFRC launched a revised emergency appeal of CHF 84.9 million on 15-May-2015 for Nepal Earthquake, seeking cash, kind and services to cover the immediate and longer term needs of the people affected, and to support the Nepal Red Cross Society (NRCS) in delivering humanitarian assistance to 140’000 families (700’000 people) within 24 months, in the various sectors outlined in the Federation’s revised appeal and emergency plan of action.Since June 2016  the strategic and operational set-up is in place, a Memorandum of Understanding (MoU) between NRCS, as “auxiliary to the state”, and the NRA (National Reconstruction authority) gives way for  reconstruction and rehabilitation interventions of the Movement according to the standards and guidelines from the Government of Nepal. Geographically the implementation occurs across 16 districts. 

The tentative timeline was an operational period of two years (2016/2017). However, given the country context and varying working environments in different districts, it became evident that provisions for a potential extension of timelines have to be envisaged from all partners beyond 2017, most probably until end of 2018. 

Implementation of the Recovery Operation of the Movement Recovery Plan is led by the Earthquake Operation Unit (ERO), a temporary special unit, governed through a NRCS - Earthquake Response Steering Committee.

 

Job purpose

To support IFRC senior shelter and construction coordinator / advisor on IFRC supported shelter and construction of infrastructure program in Sindhuli, Ramechhap and Okhaldhunga. Infrastructure projects include chapter and sub-chapter buildings and rehabilitation / retrofitting of some health buildings.

Assist IFRC Senior Shelter and Construction Coordinator in preparation of concept notes, proposals and reports and keeping records of approvals. 

 

Job duties and responsibilities

 

  • To visit district project sites to access existing conditions of chapter and sub-chapter buildings and prepare conceptual plans and budget estimates
  • To prepare architectural plans and assist IFRC Shelter and Construction coordinator and ERO team in preparation of detailed drawings, specifications and cost estimate and prepare overall budget for IFRC supported infrastructure projects
  • To review plans for health facilities rehabilitation and retrofit which IFRC will be providing funds
  • Coordinate and assist ERO team in obtaining all necessary approvals for the concerned Ministries and departments.
  • To provide additional support to ERO shelter team in the field if any additional architectural plans are needed for RCC framed structures, particularly in Manthali and provide assistance in dealing with Manthali Municipality and obtaining necessary approvals
  • Review of Architectural plans, detail drawings of Infrastructure projects and advise ERO and IFRC Shelter and Construction Coordinators on the energy efficient and cost effective designs
  • Assist Shelter and Construction Coordinators in monitoring and keeping records of quality and keeping records of all required approvals
  • Periodic field visit as advised by IFRC Shelter and Construction Coordinator to ensure that the construction is done according to Architectural plans and designs and specifications
  • Assist Shelter and Construction Coordinators to develop quality monitoring mechanism for infrastructure projects and make periodic field visit to check quality of construction work.
  • Check and ensure that the invoices for completed consultancy and construction work is according to contractual agreement.
  • Prepare drawings for shelter as and when requested by District Chapter and on the advice of Shelter and Construction Coordinators.
  • Site visits to support District Shelter Officers if there are special need; e.g. using cement blocks and using metal columns etc.
  • Participate in preparation of tender documents, contractual agreements, Terms of Reference (ToR) and assist in tender evaluations and selection of Consultant and Contractors
  • Participate in various meetings and workshop for skill development trainings on construction program
  • Participate on the monitoring, controlling and reporting of all trainings and construction activities, (e.g. construction progress, costs, schedule, construction quality and security etc.)
  • Provide ad-hock solution to overcome problem as they arise, keeping in mind the overall objectives of the project.
  • To conduct the training work structural, nonstructural and other related to the earthquake resistant/safer building construction techniques to targeted community.
  • Undertake the responsibility for making a good relationship to all the technical institute, district technical offices with in a district to and national level.
  • Reporting and documentation of works.
  • Undertake all other tasks as and when assigned by IFRC Senior Shelter and Construction Coordinator / Advisor
