VACANCY – SENIOR FINANCE OFFICER

 

INTRODUCTION
The Swedish Organization for Individual Relief- Individual Manniskohjalp (SOIR-IM) is a  Swedish International Development NGO working in the field of economic empowerment, education, health, strengthening civil society organizations (CSOs) in 11 countries worldwide. SOIR-IM has been supporting Nepal’s development and humanitarian efforts since 1980 through Nepali partners. Since 2010, it has been working in Nepal as a legal registered INGO having its own country office in Nepal with its five staff members. SOIR-IM’s mission is to fight and expose poverty and exclusion in our working countries (refer our web: global.manniskohjalp.se). SOIR-IM is a growing development organization in Nepal and expanding its programs and operations from 2015 with expected Swedish International Development Agency (SIDA) funding for Nepal. Our strategic focus in 2015–2017 for Nepal is supporting Nepalese NGOs in the sectors of economic empowerment, quality education and strengthening Nepali CSOs. Currently we partner with 5 NGOsand planning to increase our professional development partners’ portfolios from 2015 onwards. We support our partner organizations financially as well as facilitate their organizational and capacity development processes to develop them as accountable CSOs. SOIR-IM seeks to appoint urgently an experienced and qualified Senior Finance Officer (SFO) for its Country Office in Kathmandu, Nepal. SOIR-IM promotes good working, development and learning environment for its staffs.

POSITION
The position of SFO is a senior and core position with permanent employment contract with a probationary period of 6 months, and based in SOIR-IM Nepal Country Office, Kathmandu. SFO performs his/her duties under the close supervision of Country Director-Nepal, and under the close technical guidance of SOIR-IM South Asia Regional Office-India and SOIR-IM Head Office-Sweden. The SFO coordinates and works closely with program and other staffs of Nepal Country Office, Regional Office and Head Office.

KEY RESPONSIBILITIES

  • Support and facilitate in the areas of SOIR-IM’s partners’ financial assessments and capacity building, and control of compliances of SOIR-IM’s partner requirements; financial planning, budgeting, monitoring, reporting, evaluation; procurement processes; and auditing including regular guidance and support to partner organizations in line with SOIR-IM/SIDA’s financial policies and compliances.
  • Maintain an accurate and up-to-date accounting of SOIR-IM’s expenditures in Nepal in line with the approved budget (in the accounting softwares e.g. TALLY and VISMA etc) and existing requirements of SOIR-IM/SIDA.
  • Produce relevant and accurate financial reports to the headquarters, regional office, donors, country director and to the State authorities of Nepal.
  • Ensure timely strategic and annual financial planning, including annual and periodic budgeting exercises of Nepal Country Office in accordance with the IM policies and guidelines, overall strategic plan and annual operational plan, as well as the Country Director’s directives.
  • Maintain financial compliances of SOIR-IM, SIDA, and Government of Nepal (Social Welfare Council, Ministry of Finance and Tax Authorities) timely, and with high quality.
  • Manage all necessary arrangements for the undertaking of the annual audits of SOIR-IM Nepal Country Office and of the partners, in line with ISA standards and Government of Nepal requirements.
  • Actively participate and carry out development work in the financial field both within SOIR- IM and in cooperation with partners.
  • Support to develop SOIR-IM Nepal Accounting Manual in line with SOIR-IM Head Office’s Accounting Manual including training/updating staffs periodically on financial policies and requirements
  • Support country director to ensure smooth functioning of administration of Nepal Country Office including ensuring procedures for procurement processes and human resources management
  • Contribute to the organizational learning and development of SOIR-IM in Nepal

QUALIFICIATIONS

Required education:

  • Masters degree in Financial Management or Business Administration or equivalent degrees from a recognized university. International level certification and training on financial management would represent a strong advantage.

Required experience:

  • Minimum 10 years of progressive and successful working experience as a senior finance staff in financial management of international organizations (INGOs) or bilateral donor funded projects or reputed professional Nepali NGOs in Nepal.
  • Knowledge of the accounting and fiscal regulations of Nepal, as well as of the international requirements and standards in the area of financial management.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), computerized accounting systems (TALLY, VISMA, ERP or equivalent).

Desired experience:

  • Preferably working experience from the INGOs from Sweden or Scandinavian Countries or EU countries.
  • Driving license and driving experiences would be an advantage.
  • Willingness to travel in SOIR-IM’s working districts of Nepal for partners’ assessment, capacity building, monitoring and support; regional and head offices and other places as required.
  • Open to change and learn with the interest and ability to drive and develop processes.

  • High level of attention to details, and accuracy in accounting and reporting.

  • Excellent facilitation skills for training and workshops to partners and staffs.

Personal commitment

Strong personal commitment to the values and mission of SOIR-IM to fight and expose poverty and exclusion, to democracy, to the respect for human rights, and the equal value and dignity of all human beings.

Required language qualifications:

Strong written and verbal communication skills in English and Nepali.

Salary and benefits will be as per local salary structure of SOIR-IM Nepal Country Office and negotiable based on candidate’s experience and qualifications.
