(VANo. WFP CO/Security-2009-E- 13) External Vacancy: Security Officer DEDLINE FOR APPLICATION: 18 December 2009 CONTRACT TYPE : Fixed Term GRADE : NOA REQUIRED NO. - : One DUTY STATION : Kathmandu DURATION: One year (renewable) RESPONSIBILITIES: Within delegated authority, the Security Officer will be responsible for the following duties: Х Keep abreast of WFP operations in Nepal and make recommendations on security, safety and evacuation plans for staff; Х Advise and recommend on all security matters; Х Coordinate with other UN security organizations (Department of Safety and Security - UNDSS) and military/government counterparts, as required; Х Assist in planning, coordinating and executing evacuations and reallocations involving UN/WFP staff and family members; Х Train and update WFP Staff to increase security awareness; Х Coordinate with local authorities (police, military, political and humanitarian); Х Supervise staff, as required; Х Perform security assessments, both routine and those required to ensure that it is safe for WFP staff to enter/return to a location/duty station; Х Evaluate and organise security measures for air operations; Х Organise convoy security procedures and medical evacuations; Х Ensure WFP communications is integrated into the appropriate UN security communication system and all staff Х are trained in security and emergency procedures, in collaboration with relevant authorities and personnel; Х Organise and manage WFP guard/watchman force; Х Analyze security situation and report periodically to the CO Management and Headquarters; Х Perform other related duties, as required. QUALIFICATIONS: ESSENTIAL: EDUCATION: Advance university degree (masters degree or equivalent) preferably in political/social science, international relations, law enforcement and/or business management (with a focus on security management). A police/military war college/senior staff course is an asset. A first level university degree with a relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree. Additional certification in related security field is an asset. LANGUAGE: Fluency in both oral and written communication in the UN language in use at the duty station (English) and in the duty station's language, if different EXPERIENCE: At least 8-10 years of postgraduate progressively responsible professional experience in the military, or police work. Basic paramedic training/skills. CRITICAL SUCCESS FACTORS : Organisation and coordination skills. Analytical skills to reach conclusions is support of work conducted by another officer and, in particular, logistics staff. Travel to remote areas of the country; understanding of weapons systems, maps, information collection and logistics concepts. A complete, in-depth grasp of security operations and practices, demonstrated ability to develop and maintain effective work relationships with security counterparts and staff within the regional/country office; understanding of multilevel military operations (air, land, sea); ability to coordinateaction/reports with UN DSS. DESIRABLE SKILLS : Background in intelligence gathering and/or political analysis is highly desirable.
