Mercy Corps invites letter of interest from consultants/firms/institutes for consultancy service on facilitating training on Grass root level football development of its ongoing Generation Amazing Youth Ambassador Programme. The Programme is being implemented in three districts of Nepal -Kailali, Kaski and Makwanpur.

TERMS OF REFERENCE FOR  Training on Leadership Development of Generation Amazing Youth Ambassador Programme 

Mercy Corps (MC) is an international, non-governmental humanitarian relief and development agency. Mercy Corps works in 41 countries, and has been present in Nepal since 2005. In Nepal, Mercy Corps’ current work focuses on Economic Development and Opportunity; Climate Change, Natural Resource and Disaster Risk Management; and Youth Engagement.  Inclusion of women and disadvantaged groups are important crosscutting themes throughout each intervention area. Mercy Corps Nepal works to build the absorptive, adaptive and transformative potential of vulnerable individuals and communities across Nepal through economic, financial and risk management strategies.

1. Programme Description

Generation Amazing: Youth Development through Footballis designed together with Right To Play and its funding partner Supreme Committee, Qatar, to use the popularity of football to catalyse positive social engagement through youth. The initiative spans several countries, with Mercy Corps serving as the implementing partner in Nepal. The project is based on Mercy Corps Nepal’s earlier work with youth engagement under its Generation Amazing Programme, which was implemented in the Far Western Terai.  The project is also aligned with Mercy Corps’ global efforts to use the power of sports to promote social cohesion and engage youth in development issues.

The theme of the project is football for development. The project offers once-in-a-lifetime opportunity for children to develop their leadership and football skills, and to gain exposure to diverse cultures from around the world. Youths will develop a skill set that will assist them in promoting sports in their communities and develop their leadership potential so that they are able to participate in their communities’ development to their fullest extent.

The target districts and primary beneficiaries are from Kaski, Kailali and Makwanpur. The programme’s objective is to capacitate youth from these communities to organise football play days and to build capacity of youth through sport curriculum and leadership development packages.

2. Programme Goal

The goal of the programme is to empower youth through leadership skills development, enabling them to be leaders in their communities while promoting a culture of learning and playing football. 

The programme is being implemented under three objectives:

  • Developing leadership skills through sports (Selection of Youth Ambassadors; Cultural visit to Qatar and Brazil to attend the WorldCup 2014)
  • Social engagement of the Youth Ambassadors through football.
  • Support communities to rehabilitate or construct play spaces for football. 

3. Purpose of the consultancy 

Following the programme objective, the consultant is expected prepare a 3-day training package in building leadership of teachers and youth volunteers in grassroots level football:

  • To prepare a 3-day training package in Nepali language. 
  • To facilitate preparation of the training, including all relevant stationery, learning/teaching materials and selection of participants.
  • To conduct training at community level in three different districts of the programme.

4. Expected Results

Following are the expected outcomes of the assignment:

  • A final training package will be developed with the basic elements of grassroots level football at communities level.
  • 45 teachers and youth leaders will be trained from the programme areas of Generation Amazing.
  • Participants will be able to facilitate community level  football events.

5. Deliverables 

The following products are expected to be delivered by the Consultant:

  • Training package: including manual, handouts and presentation.
  • Execute 3-day training sessions in 3 different communities of Kaski, Kailali and Makwanpur.
  • Training report (Narrative Report in English).
  • Financial Report.

6. Timeframe and estimated working days

It is expected that the training will be executed in the months of Nov and Dec 2014. The total working days will be 9 days for two people to conduct training, and 10 days for technical design. 

7. Qualifications and experience of the consultant

The training should be led by a qualified person having a proven track record of carrying out similar types of training packages and events.

8. Supervision

The Programme Manager, Generation Amazing, Mercy Corps will supervise the overall consultancyprocess. 

9. Payment

The consultant should submit the detailed breakdown of the budget, including applicable taxes. Fifty per cent of the total amount of the contract will be paid after signing the agreement, and the remaining amount will be paid after agreed upon submission of the final report.

10. Deadline for proposal submission

Interested consultants should submit a detailed technical and financial proposal on the basis of following below points;

  • A letter of interest stating that you are eligible for the assignment 
  • A summary (including outcomes) of similar assignments undertaken previously
  • Schedule of activities, including a timetable
  • Detailed budget, including tax
  • CV(s)
  • Profile of the organisation (in case of an institution applying)
  • At least 3 references of previous mandates
  • Government Registration (as applicable)
  • VAT/PAN/Renewal registration certificates 
  • Details of Bank Account

However, the final professional fees can be determined through discussion and negotiation.
