One Heart Worldwide (OHW) is an International Non-Governmental Organization that has been working in the area of Maternal and Neonatal Health (MNH) since 2011. OHW works with local communities and local health service providers to develop a culturally appropriate Network of Safety around mothers and infants, by raising awareness, teaching good practices, and distributing essential equipment to ensure that mothers and infants survive delivery and the first months of life.

Job Position: Regional Adm/ Finance Officer

Duty Station: Eastern Regional Cluster Office, Dharan

Reports to: Senior Program Coordinator

Purpose of the Post:

The Regional Adm/ Finance Officeris responsible for overall administration and accounting process of the regional cluster office and districts offices covered by the Regional Office. He/she also assists to ensure the compliance of policy and procedures from OHW and partners.

He/she provides leadership and oversight for region Administration, accounting and finance functions, including general accounting, financial controls, reporting, budgeting/financial planning functions under the direction of Finance team, Kathmandu.

MAJOR DUTIES AND RESPONSIBILITIES

Finance:

  • Prepares Regional Office payments by verifying documentation and documents financial transactions by entering account information in the Quick book and or accounting software.
  • Inform Regional office leadership of financial issues originating from and/or affecting field offices.
  • Regular financial monitoring of district offices to ensure OHW financial policy and procedure are being implemented;coaching, mentoring and capacity building to districts staff on OHW financial policy and procedures. Inform Regional office leadership of financial issues originating from and/or affecting field offices.
  • Support for preparation of districts and regional office budgets and to compile monthly/ quarterly fund request of regional/district office and forward to Central office.
  • Maintain close coordination with district team on financial management issues. Build up Common understanding of standard financial practices as per OHW policy and procedures in program district.
  • Ensure the financial records aremaintained systematically at Regional/District Office as per OHW established policy and procedures. Timely forward of the all the files and vouchers and supporting documents to Kathmandu Office for record and external audit.
  • Prepare/review and send monthly finance report of Regional/District Office to Central Office as per OHW requirement ensuring its correctness from all aspects.
  • Ensure the Internal control system is being fully followed by District and regional offices as per OHW policy in orderto minimize fiduciary risk.
  • Support to OHW Financial Auditing as and when required, provide feed-back on auditors' comment, ensure the auditors' recommendation are being implemented in Regional/district offices.
  • Responsible for appropriate deduction of tax at source, payment within due date & filing of TDS returns in the government revenue office.

Administration:

  • Responsible for maintenance of office premises and ensure that office premises&equipment are well maintained, clean and functioning.
  • Ensure that lease records for office are updated and filed in the office and any rent utilities bills are paid in time.
  • Responsible to maintain leave records and attendance sheet  andtimely submission to central office.
  • Maintain updated  filling for regional and district offices
  • Maintain updated inventory records of the Regional Office and ensure that district office also maintain update inventory records.
  • Collection and dissemination of security status, notes, meeting memo to districts and central office.
  • Ensure Regional and district offices Procurement of equipment/supplies following OHW procurement policy and all equipment/supplies are recorded/received as per OHW policy
  • Arrange for travel, transportation, accommodations and other logistics support
  • Ensure Regional and district office maintenance of Log book for the official bike and timely servicing and maintenance of the bike
  • Performs other duties, as asked by the supervisors.

Qualification and Experiences:

  • Bachelor's degree in Business Administration or Business studies or accounting and at least 5 years of relevant experiences. OR MBA or M.Com from the recognized universities with 2 years of relevant experiences.
  • knowledge of administration, accounting principles and practices
  • knowledge of financial reporting
  • Knowledge of Nepal Government’s laws regarding accounting and taxation
  • Sound technical accounting skills
  • Proficiency in relevant accounting software especially inQuick books.
  • Excellent professional practice track record.
