POSITION TITLE: Public Private Partnership  cum Communications Manager (Level P5)

LOCATION: Kathmandu with travel in West, Mid-West and Far-West of Nepal

GROUP/UNIT: Enterprise and Agriculture

REPORTS TO: Chief of Party

PROJECT SUMMARY:

The overall goal of the Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) project to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families and improving nutritional status,especially of women and children. This Project will focus on 20 Terai and lower hilldistricts in the Far-Western region, Mid-Western region, and the Western region of Nepal. 

RESPONSIBILITIES:

The PPP cum Communications Manager will be responsible for leveraging and attaining KISAN leveraged fund targets as well as for the KISAN communications strategy, including consistency and effectiveness of messages, and will produce internal communications (reports, success stories etc). S/he will carry out the following responsibilities under the direct responsibility of the Chief of Party:

  1. Responsible for leveraging and tracking external resources to fund program activities and attaining KISAN leveraged fund targets.  
  2. Work with Sr. Regional Manager and Cluster Managers to develop district level leveraging targets.
  3. Work with M&E team to develop Leverage tracking system.
  4. Responsible for providing materials, training and needed support to KISAN field staff in their efforts to access leveraged funds. 
  5. Enable international and Nepali companies to access resources and/or enter new markets that serve KISAN beneficiaries.
  6. Responsible for communications strategy, including consistency and effectiveness of messages.
  7. With the support from the KISAN team, produce internal communications (reports, success stories and others) and documentation of KISAN performance (audio-visuals).
  8. Responsible for timely preparation of a range of KISAN reports working with the COP, Component leads, Sr. Regional Manager, Outcome leads, cluster leads and other concerned staff.
  9. Develop comprehensive KISAN internal and external communications strategy per USAID and Winrock internal policies and guidelines;
  10. Assist in the preparation of KISAN communications materials (reports and success stories, etc), ensuring high-quality, consistent and effective messages;
  11. Contribute ideas and content to monthly, quarterly and annual reports;
  12. Prepare communications materials (handouts, brochures, presentations) as requested by the COP, WI Home Office staff, or USAID;
  13. Work with the COP and KISAN Component Managers to identify and verify achievements and stories to be included in communications pieces;
  14. Use social media (Facebook, Twitter, etc) to reach a broader target population with messages about KISAN achievements and impacts, publicize events, etc;
  15. Work with the communications subcontractor to ensure that programmatic content developed for dissemination via radio is consistent with KISAN’s communication strategy and is properly branded, etc;
  16. Undertake other related tasks assigned by the COP.

QUALIFICATIONS:

The PPP cum Communications Manager must have Bachelor’s degree preferably in Communications/management with a minimum of 8 years of experience in the communications field, ideally working on USG- or other donor-funded projects. S/he must have creative and analytical abilities, excellent writing and communication skills, experience in various media (print, video, radio, web, etc), and, ideally a basic understanding of agricultural issues related to youth, gender and social inclusion. Knowledge of social media (Facebook, Twitter) is a plus. A demonstrated ability to work in an unstable environment due to post-conflict, civil unrest, evolving political process, and gender integration is recommended.Demonstrated ability to leverage funds from other project, private and public sector.
