The International Organization for Migration is seeking qualified Nepali Nationals for the following position based in Kathmandu with field visits to earthquake affected districts.

Position Title: Protection Programme Team Leader (Counter-Trafficking/Vulnerable Groups) 

Classification: SAI, 6 months with possibility of extension, ungraded (equivalent to NO-A)

Background:

The earthquake that struck Nepal on 25 April has caused massive destruction across the affected districts. The communities in displacement sites are facing significant protection challenges. Living conditions in temporary displacement sites expose affected communities to significant protection risks such as gender-based violence (GBV), especially girls and women. Another emerging concern is the risk of human trafficking and unsafe migration, as some of affected districts are, traditionally, known to be prone to trafficking risks even prior to the earthquakes. While the loss of houses, assets and livelihoods has exacerbated the economic situations of many displaced persons, the most vulnerable groups include female-headed households, unaccompanied and separated children, the elderly, the injured and disabled persons and their families, and certain socially marginalized groups. 

Under the overall supervision of the Chief of Mission (CoM) in Nepal and the direct supervision of the Earthquake Response Manager and in coordination with the Labor Migration Program Coordinator, and with thematic support from the mission’s policy and programme advisor, the incumbent will be responsible for implementing and mainstreaming protection consideration in the ongoing response as well as mainstreaming protection into regular programmes. In particular, the incumbent will:

Major Duties and Responsibilities:

Strengthen safe, dignified and protected temporary living conditions for displacement sites/CCCM

  • Assess and monitor protection issues in the displacement sites through the analysis of data from IOM’s Displacement Tracking Matrix (DTM) and/or specific assessment method to identify protection needs/gaps. 
  • Provide training sessions to site managers on protection in coordination with CCCM team and protection partners, particularly ensuring that appropriate referral pathways are established. Support awareness-raising activities on protection, GBV, risk of human trafficking and unsafe migration.
  • Mainstream protection variables into DTM. Coordinate their analysis and address protection issues among Protection (Sub) Clusters as well as relevant task forces. Support CCCM team in identifying risk factors and vulnerabilities among displacement sites/communities. 
  • Mainstream protection across various IOM thematic units and activities. Provide training sessions on IOM modus operandi and internal guidelines, IOM standards and practices as well as international protection standards. 

Reduce risks of exploitation and abuse, with emphasis on gender, among the earthquake affected populations

  • Coordinate and oversee the implementation of protection activities, focusing on the provision of humanitarian assistance to particularly vulnerable groups and individuals affected by the earthquake (women and children with vulnerable socio-economic backgrounds, victims of human trafficking, survivors of GBV and other forms of exploitation and abuse, unaccompanied and separated children, injured and disabled persons, and their family members); support and reinforce the capacity of local NGOs. 
  • Plan and coordinate gradual integration and transition from humanitarian response to post-humanitarian phase in close coordination with IOM Nepal’s regular programme team, incorporating into the mission’s existing migration programme framework. 

Inter-agency cooperation, presentation in humanitarian community, networking, and partnerships

  • Establish and maintain strong partnerships with civil society, UN agencies and other stakeholders. Effectively engage, among others, with the Government agencies at the national, district, and village levels: the Ministry of Women, Children and Social Welfare (MoWCSW) who mandates the National Committee for Controlling Human Trafficking (NCCHT), District Women and Children Office, and relevant law enforcement agencies.
  • Regularly participate in inter-agency fora and represent IOM (e.g. protection cluster, child-protection sub-cluster, GBV sub-cluster, Inter- agency coordination group on human trafficking (IACG), CCCM Cluster, relevant task forces and working groups), ensuring that the protection needs of displaced populations are reported and appropriately addressed. The incumbent will play an active role in linking the UN Protection (Sub) Clusters with the anti-trafficking government bodies to address the heightened vulnerability of affected populations especially to risks of human trafficking, exploitation, and abuse and provide technical support when requested.

Project management and development

  • Facilitate the development and submission of new project proposals and fundraising opportunities in the field of human trafficking, violence against women in migration process linking with the United Nations Development Action Framework (UNDAF). Review and adjust project proposals to ensure consistency with relevant priorities and programmes.
  • Contribute to timely and quality preparation and submission of project reports on protection activities, according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant information materials and statistics, according to the specific project needs.
  • Monitor and be responsible for the administration of budgets and financial status of protection activities. Propose corrective measures in coordination with the Resource Management Officer (RMO), Earthquake Response Manager, CoM, as well as relevant units at the Regional Office, Asia and Pacific. 
  • Supervise project staff in the protection unit of the emergency response. Conduct performance appraisal of staff.
  • Perform such other duties as may be assigned.

Required Qualifications and Competencies:

  • Master’s degree in Political or Social Sciences, International Relations, Law, Migration Studies, or related field from an accredited academic institution; 
  • Sound knowledge of protection, human trafficking and of humanitarian issues with a particular focus on human rights, and protection;
  • Extensive operational experience in the field of GBV, human trafficking, protection, emergency/post-crisis;
  • Experience in project design, implementation and management, including institutional and capacity building, technical cooperation for government entities;
  • Excellent leadership, coordination, negotiation, communication skills and information management;
  • Excellent command of written and spoken English and Nepali, drafting skills for production of institutional documents and internal guidelines.
