The International Organization for Migration is seeking qualified Nepali Nationals for the following position based in Charikot, Dolakha.

Position Title: Protection Focal Point (Counter-trafficking/ GBV/ Vulnerable Groups) – 1 position

Classification: SAI, 3 months with possibility of extension, ungraded (equivalent to Grade – 5)

In response to the major humanitarian crisis caused by an earthquake in Nepal, IOM is mobilizing staff to assist the people and authorities of affected areas.

GENERAL FUNCTIONS:

Under the overall supervision of the Chief of Mission and the Nepal Earthquake Response Manager, and under the direct supervision of the Head of Hub office and Protection Programme Team Leader based in Kathmandu, the successful candidate will assist various tasks to be undertaken by the protection unit as integral part of the IOM’s humanitarian programme activities in Nepal.  

MAJOR DUTIES AND RESPONSIBILITIES:

  • Coordinate with relevant local government partners, civil society partners, law enforcement, lead UN agencies and other humanitarian actors active in Protection issues through regular and proactive participation in the Protection Cluster, Gender-based violence (GBV) and Child Protection sub-clusters at district level. Regularly report to the Protection Programme Team Leader on protection gaps and specific needs, from the cluster/ sub-cluster meetings. 
  • Act as the Protection Focal Point of the Hub office and follow upon protection cases referred to the incumbent from IOM colleagues/ field partners. This includes referral of such cases to the district Protection Cluster Coordinator and other appropriate clusters/ local service providers, and follow-up communication to ensure that the cases are properly assisted. 
  • Assess the situation of human trafficking and unsafe migration, labor migration, impact of earthquake on human mobility, and protection issues among affected communities (persons with disabilities, GBV survivors, unaccompanied and separated children and orphans, etc) and suggest solutions to Head of Hub office and Protection Programme Team Leader.
  • Implement and assist in monitoring Protection (GBV/CT/assistance to vulnerable groups in displacement sites) activities in district and other districts covered by the hub office in close coordination with Programme Team Leader and implementing partners. This includes monitoring and reporting protection issues and trends, strengthening / establishing the survivor-centered multisectoral services, women’s committees, and referral systems and awareness-raising and information campaigns at displacement sites, VDC and ward levels.  
  • As per guidance from the Protection Programme Team Leader, liaise with other thematic staff of the Hub office to mainstream Protection in these thematic areas (in particular, DTM/CCCM, Health and Shelter), and  carry out collaborative actions.  
  • Provide inputs from the field and prepare drafts as required for proposals, donor reports, periodical and other publications (situation reports etc) in close coordination with the Protection Programme Team Leader, Project Development Officer and Communication Assistant in Kathmandu. 
  • Undertake duty travels as required.
  • Such other duties as may be assigned.

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • Bachelor’s degree in Social Sciences, Social Work or other related field.
  • Minimum five years of relevant experience in UN agencies/IOM and/or international/national NGO and/or government programme.
  • Writing skills and experience producing meeting minutes and reports, and drafting official letters. 
  • Extensive work experience in challenging environments and operational activities in post-disaster areas.
  • Experience of working in CT, GBV and/or other issues concerning vulnerable migrants, especially at the community level. 
  • Experience of working with survivors of CT, GBV and/or other vulnerable groups highly desirable.   
  • Excellent communication and interpersonal skills, especially liaison with government counterparts and local partners. 
  • Willingness to travel regularly to field sites.
  • Ability to work under extreme pressure in difficult conditions while maintaining security awareness.
  • Flexibility and focus on processes and their improvements.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Stamina, determination, commitment and adaptability in the workplace are required.
