BACKGROUND:

NNDSWO is going to implement a new project entitled "Assist Haliya Community to Achieve Full Rehabilitation from Slavery & Labour Exploitation" five districts (Baitadi, Bajhang, Bajura, Dadeldhura and Kanchanpur districts) in partnership with ANTI-SLAVERY INTERNATIONAL (ASI). The main funding donor of the project is UK Department for International Development (DFID). The project period is for three years. The project will facilitate empowerment of freed-Haliya Community (HC) and break cycle of slavery & labour exploitation through: ensuring participation & representation of the HC, particularly women, in rehabilitation process; introducing innovative participatory tools to improve HC oversight and participation in rehabilitation process; improve HC children education outcomes through provision of tuition classes in order to re-enrol children and assist performance at school; and improving HC employment, livelihoods and income-security through provision of vocational and skill development training to older freed-Haliya children and young adults.

Currently, we are seeking competent, committed and dynamic candidates for the following position:

Project MEL Officer - 1 No (Duty station Central Office)

JOB PURPOSE:

To lead for establishing Monitoring, Evaluation and Learning (MEL) system of project so that the desired changes are achieved through effective and efficient implementation of the project

Job Responsibilities:

  • Develop MEL plan of the project in line Log-frame and theory of change of the project;
  • Provide technical backstopping to field staff on MEL framework, plan, reporting format and learning documentation;
  • Orient field team on reporting and data collection formats, and ensure reporting and data collection is made in set standard,
  • Collect, record, store, analyse and interpret the project data and submit to management and board for using in appropriate decision making,
  • Produce compiled and quality progress reports of the project within set deadlines, and ensure it is submitted to ASI in time;
  • Regularly  track the result progress against targets set in log-frame and MEL framework, and support management for taking corrective measures on timely manner;
  • Visit project sites in a planned manner; and document success stories, good practices, learning and communicate to partners and concerned stakeholders;
  • Coordinate with other projects of NNDSWO and maintain integrated database of all projects/ programmes and visit fields where needed;
  • Collect updated information project risks and support management to execute Risk Management Plan of the project;
  • Support and coordinate for implementation of national level events.

Requirements:

  • Completed Bachelor's Degree in social science or management disciplines (master's Degree Preferred)
  • Minimum of three years of working experience in Monitoring and Evaluation and Learning documentation roles,
  • Knowledge of socio-economic and political context on Nepal, and understanding of Haliya issues
  • Understanding of MEL framework
  • Result based reporting and documentation skills
  • Experience digital data management, and skill on statistical software is preferred
  • Data analysis, presentation and interpretation skills
  • English language proficiency and computer skills is must
  • Able to work independently under pressure of deadline
  • Communication skill in both Nepali and English 
  • Previous similar work experience in DFID funded project will be added advantages.
