Community Development and Environment Conservation Forum (CDECF) was established in 1998 AD with the aim of building equitable, just and empowered society through social transformation and mobilizing local resources and capacities.

Community Development and Environment Conservation Forum (CDECF) is one of the renowned and leading organizations of Sindhupalchowk district, which was established in 1998 A.D (2055 B.S.) and registered as non profit making, non political and non governmental organization in District Administration Office, with objective of wise utilization of local resources with enhanced capacity of local people which ensure the livelihood opportunities for poor, deprived and destitute community people of the society.

CDECF in partnership with Helvetas Nepal is conducting various projects on Livelihood and Agriculture. For the effective implementation of the project activities, CDECF is in need of competent staff with the following responsibility.

Title:  Project Coordinator

Responsible to:  Executive Director.

Duty Station:  Project Site Office, Melamchi

Major Responsibilities.

The Project Coordinator must ensure proper management and effective implementation of Recovery of Agricultural Livelihood (ReAL) Project at Sindhupalchowk district. He/she should work closely with Project Staffs including Business Promotion Facilitators (BPF) and JTAs, Technical Supervisors and Admin/Finance Unit to ensure timely completion of activity under its ReAL Program supported by Helvetas, Nepal. He/she has toimplement the program in close coordination and collaboration with local level stakeholders, Helvetas Nepal team and project staffs to ensure timely and effective completion of intervention under ReAL Program supported by Helvetas Nepal. 

OFFICE MANAGEMENT

Financial and Administration Management

  • Mobilize Finance officer of CDECF, Technical Supervisors,JTAs of ReAL project supported by Helvetas Nepal.
  • Ensure that the expenses are being incurred as per project financial guidelines.

Reporting and Recording

  • Ensure proper records of ReAL program are maintained to support research and audit purpose.
  • Interact with project staffs in recording and report writing.
  • Timely submission of Quarterlyprogramme.
  • Report programme activities of project as per the need of Helvetas and project guideline.
  • Prepare and support project staff in writing case studies, success stories for wider dissemination.  And ensure quality documentation of project lessons, challenges and bottlenecks.

Planning and Implementation

  • Implementation of the project in accordance project document, including the logical framework, budget and work plan.
  • Ensure that various project components as irrigation, watermill and agriculture go together in coordinated and effective manner to get better results for the project. 
  • Prepare action plan of project activities with with Project team consultation.
  • Organize coaching, mentoring and training to project staff to strengthen their skills and performance. 
  • Facilitate, coordinate and organize different meetings, workshops periodically with project staff teams and local level.
  • Develop and implement ReALProject activities with support from project staffs and CDECF. 
  • Ensure smooth operation of project activities including field level project activities, planning of training, workshops, and orientation activities for community people, target communities, local authorities and other stakeholders. 

Program Monitoring, Supervision and Evaluation

  • Carry out regular monitoring, follow up and supervision of project activities along with Business promotion facilitators (BPF), local authorities, target communities and other stakeholders.
  • Develop an appropriate and users’ friendly tools for information collection and ensure timely collection of activity report from the field.
  • Organize and support CDECF to conduct review meeting of project staff, partners and stakeholders to share achievement and to evaluate approach, process and plan on regular basis 
  • Design, develop and carry out monitoring mechanism and evaluation of project activities with the support from CDECF.

Coordination, Networking and Advocacy

  • Liaise with various Ward/Municipality and district level local authorities, governmental and non- governmental officials, line agencies and stakeholders for the implementation of Project activities.
  • Liaise and coordinate with different I/NGOs, government institutions, local government agencies for collaboration and partnerBusiness promotion facilitators(BPF) as well as material exchange and sharing of information and lessons learned specially related to  ReAL project.
  • Advocate and lobby with development stakeholders for incorporating and supporting community based ReALProject plans into their regular planning process. 

Others

  • Be a role-model for staffs and community people. 
  • Maintain integrity and accountability of the position.
  • Maintain and strengthen the standard of work and credibility of the organization in and outside of office
  • Carry out any duty assigned by Executive Director.

Preferred Qualification and Experience:

  • Bachelor degree in Sociology, Anthropology, Rural Development, Agriculture science.
  • Comprehensive knowledge and a minimum of 3 years of proven experience in related field.
  • Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems

Title:  Infrastructure facilitator.

Responsible to:  Project Coordinator.

Duty Station:  Project Site Office and field, Melamchi

Major Responsibilities.

As per the program nature, he/she will be responsible for survey, design and cost estimation, construction supervision and quality assurance, measurement and assist in valuation, support in promoting social inclusion and reporting to field coordinator.

Coordination, Networking and Advocacy.

  • Work with local committees and partner organization for selection of appropriate irrigation scheme and assist in designing and cost estimation of the irrigation.

Construction, supervision and quality assurance.

  • Supervise the work and ensure a good quality of work and report it to field coordinator.

Measurement of scheme and assist its valuation.

  • Assist in the measurement and valuation with the partner organization of the respective scheme.

Support in promoting in Social Inclusion.

  • Ensure and monitor social inclusion and gender equity in various committees that have influence on decision making inn the programme.

Preferred Qualification and Experience:

  • Diploma in Civil Engineering (Overseer).
  • At least 2 years of Experience in Community Based Small & Micro Irrigation Program and Improved Water Mill Infrastructure.
  • Report writing and able to coordinate with local level.
