The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization with 189 member National Societies. It is guided by its Strategy 2020 which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. The Japanese Red Cross Society is one of the Partner societies dedicated to help in disaster situation in and around the world.

The devastating earthquake of 25th April, followed by major aftershock on 12th May, 2015 more than 600 health institutional infrastructures had shattered in the fourteen hard hit districts, e.g., Gorkha, Dhadhing, Nuwakot,Rasuwa, Makawanpur, Kathmandu, Bhaktapur, Lalitpur, Kavrepalanchok, Sindhupalchok, Dolakha, Ramechhap, Okhaldhunga and Sindhuli. Consequently, it has substantially disrupted health service delivery in those districts. It has been a challenge for the government to restore proper health services in the damaged health facilities. Soon after the great earthquake, in many locations, the government as well as relief aidagencies have provided temporary sheds, with short lifespanto resume the health service delivery. While these structures have proven to be very effective for immediate response, they cannot be relied on for long term service delivery and long term infrastructure solutions are required.

In this emergency situation, the Nepal Red Cross Society (NRCS) has received financial support from Japanese Red Cross Society (JRCS) to construct as many as 20 Health Posts under the Melamchi Primary Health Care Centre (PHCC) of Sindhupalchok district which is one of the severely affected by the great earthquake and thereafter aftershocks.

The JRCS is intending to offer a package of holistic approach in strengthening the health system by helping -i). to construct the health infrastructures (as many as 20 Health Posts), ii). need based basic heath equipment in these health posts and iii). software package (training/workshop, etc) for capacity building of the health personnel. The JRCS would like to ensure that these long term infrastructure solution be quickly setup. By following the recently prepared guidelines by the MoHP, the Government of Nepal, consisting of a concise type design and specification for Health Posts and Primary Health Care Centres using pre-fabricated technology, JRCS would like to contribute in this connection through the collaboration with NRCS and in coordination with International Federation of the Red Cross and Red Crescent (IFRC).

The incumbent is responsible for overall advisory services to the JRCS funding projects primarily related to the construction of health facilities and other components in and around the Melamchi PHCC where JRCS Emergency Response Unit (ERU) had been based and worked.

JOB PURPOSE:

  • Although this position is focused on providing advisory support through the Project in line with the NRCS requirements. The incumbent is considered as an integral part of the support system of Nepal Red Cross Society both in the assigned sector as well as the overall capacity building of the National Society. As such it is expected that the incumbent works closely and cooperatively with NRCS when called upon to provide advisory support.

JOB DUTIES AND RESPONSIBILITIES:

  • Under the guidance and supervision of the JRCS Country Representative, the Project Advisor (PA) will have the overall responsibility to ensure the effective and efficient management of the JRCS funded Programme implemented jointly by NRCS. The PA will supervise the JRCS Project Officer (Engineer) and, with the help of him/her, will support NRCS in ensuring the implementationand quality of the projects.

THE SPECIFIC RESPONSIBILITIES INCLUDE:

  • Ensure to maintain regular communication with all stakeholders involving projects, namely the Head of Health Section of NRCS EQ Operation Unit and line manager of the project focal point.
  • Provide overall advisory supports to NRCS in carrying out assessment and implementation of the JRCS funded projects and to ensure the projects to be completed as per the national guidelines provided by the MoHP.
  • As a Project Advisor, s/he will offer her/his advisory service to quality control of the projects by carrying out periodic monitoring and evaluation of the project sites. S/he will be responsible to share the outcome with NRCS.
  • Make available her/his advisory services to NRCS in fulfilling responsibilities which include periodic reporting to JRCS.
  • Not limited to the above mentioned points, s/he has to perform other responsibility as assigned by the Country Representative of JRCS Delegation.

DUTIES APPLICABLE TO ALL STAFF:

  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work related duties and responsibilities that may be assigned by the Country Representative of JRCS Delegation.

POSITION REQUIREMENTS

Education

  • Applicant must have a minimum of a Master's Degree in Social Science/Management from the Tribhuvan University (TU) or equivalent to TU.
  • Higher educational degree (PhD/equivalent) related to poverty and livelihood

Experience

  • The Project Manager shall have considerable experiences (at least a minimum of 15 years) experience working in development projects in and outside Nepal with reputed organizations such as UN/INGOs.
  • Considerable working experience with the multicultural team is a must

Knowledge and Skills

  • S/he possesses good skills in communication and project management.
  • S/he must have proficiency in usage of computers and basic Micro Soft window.
  • S/he possesses ability to lead the project team in a participatory leadership attitude and skill as an advisor.
  • S/he possesses experiences on policy level to grass root level exposure with strong interpersonal, management and leadership skills.
  • Willingness and commitment to make field visit in remote locations with busy workload under tough conditions.
  • Honest, reliable, practical and creative aptitude and able to identify, analyse and advise to solve problems.
  • Adherence to the humanitarian principles, rules and regulations of the IFRC.
