Child Rescue Nepal wishes to recruit an experienced Programme Manager to start in May 2018.

Child Rescue Nepal aims to end child slavery in Nepal. Our mission is to rescue and care for trafficked Nepali children who are sold for child labour and, as a result, are trapped in slavery. We save them from a life of physical and emotional abuse, provide medical care and counselling and reunite them with their families where possible. We aim to stamp out the trafficking of children by spreading awareness in communities, pursuing the prosecution of traffickers and strengthening schools. Our current goal is to address the causes of children being at risk, provide them with a safer childhood and improve the life chances of 2,000 children between 2016 and 2018.

Job description

Position: Programme Manager

Reports to: Country Director, CRN

Location: Child Rescue Nepal Office, Bagdol- 4, Lalitpur.

JOB PURPOSE:

Child Rescue Nepal is working towards a vision whereby child slavery in all its forms is eradicated in Nepal. The organisation’s mission is to rescue and care for trafficked Nepali children who are sold for child labour and, as a result, are trapped in slavery. To achieve this mission, Child Rescue Nepal has rescued over 700 children from physical and emotional abuse in circuses, factories, restaurants and construction sites, and successfully reunited the majority of these children,. The organisation also runs a successful ‘Safe in School’ programme that has been designed to keep children safe from traffickers.

As the organisation approaches its 20th anniversary in 2019, the Programme Manager will play a pivotal role in helping to lead the organisation towards a step-change, by working closely with the organisation’s Country Director to scale-up our work and keep thousands more children out of the hands of traffickers. This role will provide the Country Director with dedicated support in three key areas: 1) Programme management (50%); 2) Fundraising and reporting (25%); 3) Monitoring, evaluation and learning (25%).

KEY RESPONSIBILITIES:

Programme management:

  • Oversee the delivery of existing projects and keep the Country Director regularly informed on the status of all projects, including project budgets
  • Provide technical support to all projects and partners to ensure each project is delivered to a high standard
  • Alongside the Country Director, develop and maintain strong working relationships with key programme stakeholders, including the national and international offices, donors, government ministries, embassies, line agencies, team members and stakeholders
  • Support the Country Director to identify and build new partnerships with NGOs, in order to better achieve the organisation’s mission
  • Lead/ assist (as required) in contract amendment cases, agreement and MOUs, as necessary
  • Coordinate and assist in overseeing donor programme visits, including overseeing visit health and safety
  • Collate and maintain up to date, accurate programme records
  • Follow organisational staff management procedures for all staff under the post’s management, including setting and regularly reviewing staff objectives and KPIs and ensuring each staff member is supported in their learning and development

Fundraising and reporting

  • Lead on the development of small to medium sized concept notes and proposals (up to 100k), including engaging concerned staff members in project deign, and leading on the development of the narrative, budget and supporting documents
  • Support the Country Director in the development of 100k+ concept note and proposals, including identifying and collating necessary primary and secondary evidence and information to inform the proposal
  • Support the Country Director in the overall development of the fundraising strategy and plan, assist with research on new donor prospects and support the CRN Country Director and CRN UK in developing and maintaining donor relationships
  • Assist in regular scanning of donor environment and intelligence gathering, and ensure the organization’s donors’ database is active and current.

Monitoring, evaluation and learning

  • Develop and oversee the implementation of an effective tracking system of programme accomplishments
  • Ensure every project being delivered by our partner organisation(s) has a functioning monitoring, evaluation and learning plan in place ,providing hands on support where necessary
  • Keep accurate records of evidence generated through the monitoring, evaluation and learning plans
  • Support the Country Director to design and facilitate regular evidence-sharing events both internally and externally to allow continual programmatic improvement and raise the organisation’s profile.

Other

  • As this is a small, but ambitious, organisation, this post will be expected to undertake their own administrative tasks effectively and efficiently including:
  • Professionally represent the organisation at external meetings, including government meetings, and remain fully responsible for ensuring that any follow up work is actioned to a high standard
  • Arrange, facilitate and minute internal and external meetings, as required, and follow up on agreed actions in a timely manner
  • Lead in producing documents, briefing papers, reports, and certain presentations on behalf of the Country Director
  • Occasionally, travel with the Country Director and provide general assistance during meetings and visit

CORE COMPETENCIES:

  • Proven experience in securing funds through the development of concept notes, proposals and budgets
  • Excellent skills in monitoring, evaluation and learning (MEL), including development and implementation of effective MEL plans
  • Experience in developing and managing projects, including financial management
  • Excellent written skills, including internal and external documentation, reports, and fluency in official correspondence
  • Excellent organisational skills with the ability to multi-task and prioritise.
  • Strong data collection, management and analysis skills
  • Outstanding interpersonal skills (face to face and over the phone) with excellent command in English language both oral and written.
  • Able to be diplomatic and discrete at all the times
  • High proficiency with commonly used computer software and applications.
  • At least 2 years experience in similar job responsibilities.

The position is based in Kathmandu with frequent filed visit in project districts and open to very experiences candidates. TERMS:

The contract will be for one year with the option to extend based on performance. Salary and other benefits as per policy of Child Rescue Nepal.

WORKING HOURS:

These are 40 hours per week, normally 9 am to 5pm, Monday to Friday.  However, because this is a charity appointment the post holder will frequently work out of hours or at weekends.
