PHASE Nepal is a NGO dedicated to support poor communities in remote areas of Nepal. Its target geographical region at present is mainly the middle hills; usually the most disadvantaged area of Nepal. It focuses its activities in the field of Health, Education and livelihoods improvement. Present activities are funded by PHASE Worldwide UK, PHASE Austria, City of Vienna-Austria, Samdo Bhabisya and CWS UK. We are currently seeking one Programme Manager for KTM office, one health supervisor, one Education Development Facilititor (EDF)for Gorkha and one Community Development Facilititor (CDF) for Sindhupalchok 1 Post: Programme Manager Number of vacant post: 1 Required qualification and experiences: Masters degree in any field with proven track records of best performance in the following field: This is a senior role with a high level of responsibility, however, we do not require applicants to have had experience in all the areas of work involved. For the right candidate, we are willing to invest time and training for the long-term sustainability of the organisation. Person Specification • University degree in relevant field (with evidence of high academic success) • Experience of working in development and/or the NGO sector • Knowledge of development and the unique context and challenges of Nepal, especially related to the areas of health, education or livelihoods • Excellent spoken and written English and Nepali and proven experience of high-quality report-writing • Research skills and ability to analyse and interpret data • Experience of understanding and working within budgets • Ability to solve problems effectively and to show sound judgement when making decisions • Ability to work independently using own initiative • Excellent planning skills, and ability to think strategically • Time management skills and ability to prioritise and work to deadlines • Willingness to travel to and spend significant periods of time in extremely remote areas • Demonstrable management and leadership skills and ability to represent the organisation in a variety of forums • Entrepreneurial spirit and ability to think critically and creatively • Ability to communicate with people from a range of backgrounds and work as part of a small team • Basic IT skills, including good working knowledge of Microsoft Office, and Internet and email programmes • Motivated and hardworking • Proven commitment to improving the lives of Nepal’s most remote and impoverished communities Job Description This is a senior role with a high level of responsibility. The candidate is expected to plan their own task schedule to ensure all aspects of the role is covered. Support and guidance will be provided by the Executive Director. Organisational Development and Programme Management • Assist Executive Director in overall management of the PHASE Nepal's programme implementation • Assist Executive Director in proactively identifying and solving problems and creatively overcoming challenges faced by the organisation • Support PHASE to develop in line with its Strategic Plan, and take responsibility for implementation of parts of the plan • Develop and maintain a clear system of regular field visits to ensure project implementation effective and high quality • Ensure best practice in policy and implementation by regularly researching models Human Resource Management • Draft and assist development of job descriptions and person specifications as required • Take part in recruiting, selecting and placement of staff • Develop staff orientation and induction plan • Develop system for monitoring and supervising staff in post • Conduct performance appraisals and develop and monitor staff improvement plans • Assess training requirements for staff, members and other stakeholders and identify appropriate opportunities • Assist Executive Director in taking disciplinary action of staff as per PHASE Nepal Policy Programme Development • Develop tools for baseline needs assessments and conduct assessments in new target areas • Analyse baseline data and prepare recommendation reports • Assist Executive Director in developing new programmes (including using planning tools like logframes where appropriate) • Be present in field for start up and exit of all projects • Assist Executive Director in preparing project proposals for fundraising (and identifies new funding opportunities where relevant) Reporting and Documentation • Documentation of all activities undertaken by postholder and the outcomes of those activities • Develop reports to Executive Committee, local and national government bodies, partners and donors as and when necessary • Assists Executive Director in preparing best practice guidelines for starting, implementing and phasing out process of projects run by PHASE Nepal • Compile and write case studies and human interest stories from the field • Ensure useful evidence, statistics and photographs are extracted for use in reports and publicity • Develop a system for keeping PHASE Nepal’s contacts updated on progress • Take primary responsibility for developing and drafting PHASE Nepal’s annual report • Develop and implement a system for information management, to ensure all soft and hardcopy documents are filed in an easily accessible way Networking and Communications • Ensure PHASE’s participation in relevant local networks and coordinate smooth relationships with government agencies, NGO partners and other stakeholders • Represent PHASE at a local, national and (occasionally) international level • Keep up to date on relevant government policies, strategies and legislation • Develop and maintain a database of contacts for networking purposes Monitoring and Evaluation • Support Executive Director in designing robust monitoring and evaluation tools and schedules for all projects • Take primary responsibility for implementing monitoring and evaluation plan and collecting data for all projects • Take primary responsibility for analysing and interpreting monitoring data • Create improvement plans for projects based on monitoring results and public audit In addition to these listed responsibilities, the postholder may be expected to undertake other tasks as directed by the Executive Director and/or the Strategic Plan. - Women are encouraged to apply. - Please apply by CV and cover letter, ensuring that cover letters address and provide evidence for all the points above. This role is 35% field based and 65% office based ************************************************* 2 Post: Education Development Facilitator - EDF(For Gorkha) (Female candidates are encouraged to apply) Number of vacant post: 1 Required qualification and experiences: BEd (Education) with 2+ years of experience in running education programme in remote areas through or in partnership with district education office. or IEd (Education) with 4+ years of experience in running education programme in remote areas through or in partnership with district education office. (An ideal candidate is one with BEd/IEd with above mentioned experience after TSLC JTA - Animal/Plant Science and have worked in district education office) Preference will be given to following candidates: Candidate who have special training in social mobilization. Candidate who have training in running education programme. Candidate who have experience of working in District Education Office or have worked with them in partnership. Based in: North Gorkha project area with occasional visit to Kathmandu office for reporting purpose. Roles and Responsibilities: This is a grassroot level social mobilization position which requires skill in facilitating community meetings, managing community for education activities (such as school management committee meetings, their mentoring etc.), networking with community, NGOs, CBOs, schools etc., advocating about the rights of the people especially about education and facilitating them to find local resources for education. Conduct different types of baseline studies and surveys. Run a model adult literacy and alternative education class and supervise those programmes. Work in close coordination with other staff in the project area. Assist Executive Director in planning and implementing programmes and preparing reports. Monthly salary and other benefits: Monthly Salary: Nrs 20000 to Nrs 27000 per month based on qualification and experience (including monthly salary, local allowance and food allowance) Please note that this position is based in very remote VDCs of Gokha district. The first VDC is two days walk away from road head and other 6 VDCs are at a distance of one day walk away from each other. Basic accommodation facility is provided by this organization but you have to share the cost of fooding. Since there are already 10 female health staff working in the area through this organization, female candidates will be given priority. ************************************************* 3 Post: Community Development Facilitator - CDF(For Sindhupalchok) (Female candidates are encouraged to apply) Number of vacant post: 1 Required qualification and experiences: Technical SLC JTA/JT - Animal/Plant Science)with at least 2+ years of experience in running livelihoods improvement and income generation programme in remote areas. Preference will be given to following candidates: Candidate who have special training in community mobilization. Candidate who have ToT in running agriculture and animal husbandry related livelihoods improvement trainings. Based in: Sindhupalchok with occasional visit to Kathmandu office for reporting purpose. Roles and Responsibilities: This is a grassroot level community mobilization position which requires skill in facilitating community meetings, managing community for livelihoods and income generation activities (such as vegetable cultivation, animal husbandry, cash crops etc.), networking with community, NGOs, CBOs, government offices. Work in close coordination with other staff in the project area. Assist Executive Director in planning and implementing programmes and preparing reports. Monthly salary and other benefits: Monthly Salary: Nrs 16,000 (including monthly salary, local allowance and food allowance). Since there are already 2 female health staff working in the area through this organization, female candidates will be given higher priority. ************************************************* 4 Post: Staff Nurse / HA (Female) Number of vacant posts: 1 Based: 25% in Kathmandu and remaining time visiting different projects in the field. Roles and Responsibilities • This is a supervisory position in PHASE Nepal and the job holder is mainly responsible for proper implementation of planned health activities on behalf of the organization and supervises other health staff in the field. • Oversee the implementation, coordination, development, expansion, monitoring and evaluation of all health programmes within allocated resources and timeframe. • Assist Executive Director in preparing various health programme and reports. Qualifications & Experiences • Staff Nurse Qualification with at least 2 years' practical experience in working in direct health programmme and or health supervisory role. Required Competencies • Good time management, staff supervision and clinical skills. • Good communication and interpersonal skill. • Capable of lateral thinking. • Sharp, Bright and eager to learn. • Positive attitude. Monthly salary and other benefits: Starting Salary: Nrs 22,300 in Sindhupalchok, Nrs 25,700 to 29,600 in Gorkha and Nrs 36,600 in Humla (including monthly salary, local allowance and food allowance) Please note: It is 3 days walk from road for Gorkha project, 2 days from airport in Humla and 1-3 hours to Sindhupalchok project. Supervisors work on rotation so it is not for particular district and you will be always on move with 25% of your time in Kathmandu and remaining time in the field. ************************************************* All above positions are entitled to following benefits, holidays and leave facilities: Provident fund facility @10% of basic salary (after probation period of 6 months).
