PURPOSE STATEMENT

The Programme Coordinator forms part of the IFRC/Danish Red Cross Country Office in Nepal (DRC CO) and her/his overall responsibility is to support Nepal Red Cross Society (NRCS) in planning, implementation, monitoring and reporting of the ECHO-funded projects.

This role will be reporting directly to the DRC Programme Manager. 

  

KEY RESPONSIBILITIES

MAIN TASKS

Programme management

  •  Work closely with the NRCS counterparts at DM, Health and other relevant departments and Consortia partners to establish and maintain an effective programme management system and to ensure progress of the projects as per project document, logframe, budget, action plans and donor requirements including:
    • Provide programme management support to NRCS DM and Health department programme teams in planning, revisions and implementation of programme action plans and activities
    • Ensure that relevant DG ECHO, NRCS and DRC guidelines and regulations are adhered to
    • Support NRCS to ensure consistent application of NRCS Accountability, Equity and Inclusion and child protection policies as well as DRC and donor requirements (including anti-corruption policy) in all aspects of projects
  • Support NRCS in development and timely submission of narrative and projects reports, updates and communication materials as required/specified in the Development Contract between NRCS and DRC
  •  Monitor projects progress and quality including regular field visits to projects sites with NRCS counterparts and provide structured feedback in a way that can improve projects progress and impact
  • Prepare DRC CO projects monthly updates and quarterly and annual narrative reports   
  • Support the identification and formulation of project proposals to the donors, including preparation of project applications, budgets and facilitation of assessment missions
  • Develop Terms of Reference (ToR) and facilitate projects review/evaluations·  

Technical assistance and capacity building

 

 

  • Work closely with NRCS to identify development needs within DP/DRR and Emergency Health and provide or facilitate provision of technical assistance and advice to NRCS HQ and District Chapters as required 
  • Support NRCS in promoting and advocating for DM/DRR in Nepal, based on the experiences, lessons learned and appropriate methodologies obtained through the implementation of programmes in Nepal.
  • Facilitate provision of technical support to NRCS by Consortia partners in Beneficiary engagement and accountability and Core Humanitarian Standards
  • Support the formulation of ToRs for consultants and reviews/evaluations as outlined in the project documents and/or requested by the Line Manager.
  • Support NRCS development of DP/DRR strategies, frameworks, contingency plans, tools, curriculums and materials
  • Support NRCS with facilitation of training/workshops as per project needs
  • Contribute to DRCs development and learning forums on DM/DRR as relevant

 

KEY RESPONSIBILITIES MAIN TASKS

Financial management

 

 

  • Work with NRCS HQ and DRC CO finance to support NRCS to ensure proper financial management systems and procedures for the programme are in place and followed in coordination with the NRCS HQ and DRC CO.
  • Support NRCS in participatory budget revision and reconciliation of activities.
  • Together with the DRC CO Finance Manager monitor programme resource allocation and utilization at all levels (NRCS HQ, District Chapters)
  • Support NRCS in timely preparation and submission of accurate funds requests and projects’ financial reports that meet donors requirements
  • In cooperation with the DRC CO Finance Manager to monitor that DRC funds transferred to NRCS are properly used and accounted for in accordance with approved budgets and provisions outlined in the project documents.
  • Support NRCS in procurement and contracting process of the projects in accordance with approved budgets, procurement plans and provisions outlined by the donors
  • Coordinate and contribute to the preparation and conducting of financial audits of the projects and DRC CO

Coordination and liaison

  • Contribute to effective coordination between the Consortia partners on the projects implementation issues.
  • Support NRCS in effective coordination and liaison with key stakeholders including authorities, local and international organisation, donors and UN-agencies as relevant.
  • Facilitate regular coordination activities with ECHO partners for ensuring synergies among projects.
Other
  • Uphold the Fundamental Principles of the Red Cross and Red Crescent Movement.
  • Support in management of external resources (consultants/evaluators).
  • Provide support to NRCS in the event of disasters and subsequent response operations
  • Any other tasks relevant to the projects assigned by the Line Manager

QUALFICATION

Technical qualification

  • Relevant University and advanced training in disaster management/DRR and programme management
  • At least 5 years of extensive experiences in management of DM/DRR programmes
  • Solid Experience in project formulation, planning, financial management, monitoring and narrative reporting
  • Proven experience in transferring knowledge and skills through formal and informal training of staff and volunteers
  •  Experience in working in partnership with National/International NGOs
  • Experience in EU / ECHO funded projects
  • Exposure to work in cross-cultural environment with expatriate staff
  • Excellent organizational and interpersonal skills.
  • Good communication and negotiation skills.
  • Good computer skills in latest updates.
  • High level of written and spoken English and Nepali language skills.
