The Canadian Red Cross (CRC) Program Officer will be responsible to support the CRC Technical Coordinator in working with the Nepal Red Cross Society (NRCS) to implement the Basic Health Care-Lite (BHC-Lite) project, the partnership with McGill University and the University of British Columbia (UBC) to build the capacity of rural health facilities of the Ministry of Health and Population (MoHP), the Semi Permanent Rasuwa District Hospital construction project and any other programs developed in agreement between NRCS and CRC. The CRC Program Officer will work from the CRC Delegation Office in Kathmandu with all NRCS units and staff in accordance with the mandate and mission of the Red Cross Red Crescent Movement.

 

 Job purpose

The Program Officer will work in direct coordination with the CRC Technical Coordinator, CRC Country Representative and CRC Health Delegate to support NRCS with the development of project documents, including monitoring and evaluation, timely reporting, and review in line with program objectives, indicators, work plans and organizational strategies.

 Job duties and responsibilities

The scope of work shall comprise but not necessarily be limited to the following:

Planning and Coordination (40%):

In close collaboration with the CRC Technical Coordinator will:

  • Support in developing and maintaining partnerships with the MoHP, Teaching Hospitals and relevant Medical Associations as required in order to support future deployments of NRCS’s BHC-Lite and the development of other relevant health programs;
  • Support in the development of a comprehensive plan of action to ensure the BHC-Lite readiness for deployment in collaboration with the NRCS, to include operational systems and procedures as well as the support systems required, including (but not limited to) logistic, finance and HR;
  • Support the development of a comprehensive framework for trainings, including ToT training as well as basic, advanced and specialized trainings;
  • Support in coordinating with NRCS for the construction of the semi-permanent structures at the Dhunche Hospital and provision of equipment.

Operational implementation (50%):

In close collaboration with the Technical Coordinator will:

  • Support in the review of training curriculum, methodologies, facilitation as required specific to the BHC-Lite and the Rural Health Facility Capacity Building projects (McGill and UBC Partnership); and
  • Support the implementation of the BHC-Lite project and Rural Health Facility Capacity Building projects including required operational systems, procedures and support systems (finance, HR, logistic, procurement/replenishment options, maintenance and development of BHC-Lite equipment, and IT/telecom).

Reporting, Monitoring and Evaluation (10%):

In close collaboration with the Technical Coordinator will: 

  • Support the development of a monitoring plan to report on activities and results against the agreed to BHC-Lite and the Rural Health Facility Capacity Building project Concept Note, work plan and budget;
  • Monitor and report on progress and developments of the project activities and related issues;
  • Prepare documents for NRCS and Red Cross Movement partners as required to update on progress and the developments of program activities and related issues;
  • Participate in and foster an active involvement of all relevant internal and external stakeholders in programs reviews and evaluation;
  • Ensure quality and integrity of implementation, including adherence to relevant standards, technical guidelines, administrative systems, etc.; and
  • Provide timely, regular and accurate narrative and financial reports.
  • Lateral relationships
  • Establish and ensure effective working relationships with the other staff members.
  • Ensure effective working relationships with National Society counterparts and leadership.
  • Ensure effective working relationships with IFRC/CRC Delegation Staff
  • Ensure effective working relationships with technical and service departments at regional and HQ levels.
