FHI 360, an international NGO, is currently recruiting highly qualified and dynamic Nepali citizen for the following position to join its team: 

Program Officer - Strategic Behavioral Communication (SBC) & New Technologies

The Program Officer will provide necessary support to Senior SBC Specialist to design plan, implement and monitor SBC activities and materials as well as use of new technologies for HIV prevention, care, support and treatment. 

KEY RESPONSIBILITIES

  • Design, plan, implement, monitor and provide support to implementing agencies (IAs) for the use of new technology-based solutions such as web-SMS, Interactive Voice Response and websites for HIV prevention, care, support and treatment services.
  • Support Senior SBC Specialist to design and develop innovative, interactive and tailored SBC/BCC key messages and materials along with the guidelines for HIV prevention, care and support including adherence and retention.
  • Support IAs in implementing and monitoring micro-planning and collect, analyze and use the information from micro-planning recording and reporting tools for program improvement.
  • Revise and update training manual, guideline, and conduct training for Community-Based Supporters (CBS) for HIV prevention, care and support including adherence and retention.
  • Support IAs to analyze various program-related data and information and use for program improvement. 
  • Prepare plan and conduct supportive supervision and monitoring of the field level HIV prevention, care and support including adherence and retention and provide onsite coaching support to CBS and Peer Navigators.
  • Support Senior SBC Specialist to coordinate with governments for getting approvals of the SBC materials and designing new SBC materials.

MINIMUM REQUIREMENTS

  • Master’s Degree in Public Health or Social Sciences with at least three years of work experience in Public Health program implementation/management or Bachelor’s degree in Public Health or Social Sciences with minimum five years of relevant experience.
  • Previous experience in behavior change communication/program communication for HIV preferred.
  • Experience and ability to design formative research/assessment of SBC activities, including research methodology, and utilization of data. 
  • Knowledge and experience in designing and implementing evidence-based SBC approaches and new technology-based solutions for public health program particularly HIV prevention, care, support and treatment.

Monitoring and Evaluation (M&E) Specialist

The M&E Specialist is responsible for providing support to the FHI 360 M&E Unit for monitoring and evaluation of the FHI 360 programs, data collection, analysis and reporting, data quality assessment (DQAs), development of recording and reporting tools, mapping and training. The M&E Specialist is also responsible for supportive supervision, monitoring and onsite coaching support to FHI 360 implementing partners. 

KEY RESPONSIBILITIES:

  • Provide support to the overall technical assistance extended to NCASC and HMIS on national level M&E activities. 
  • Plan and implement capacity building activities for DACC and DPHO in M&E of HIV.
  • Ensure regular review, analyze the program related data and inform program staff gaps/issues and for program improvement.
  • Provide M&E TA as requested by USAID collaborating partners, UN agencies and other organizations. 
  • Develop, implement and update the FHI 360 Nepal M&E plan and systems for the Country Office (CO) and its IAs that qualitatively and quantitatively measures long-term accomplishments, subproject progress, monitoring needs and all reporting requirements of FHI 360, donors and GON as well as the methods of data collection and data quality issues. 
  • Support FHI 360 Nepal and IA staff to monitor activities and subprojects through quarterly subproject reviews, process monitoring, data quality assessment (DQA), monitoring and documentation of lessons learned. 
  • Work closely with MIS Specialist to develop and revise related data collection and reporting systems and tools, such as log frame matrix and project indicator forms (PIF) to ensure data are regularly collected, collated and analyzed for local and global reporting requirements and the internal monitoring and reporting systems. 
  • Make key program achievement related presentations jointly with Team Leader-M&E and Team Leaders during reporting out and other key program meetings. 
  • Support the DQA process by carrying out field visits and by helping prepare initial reports in partnership with Program Officers. 
  • Collect operational mapping prepared by IAs and carryout gap analysis for program improvements. 
  • Lead data analysis training for IAs and provide field support to IAs for data analysis training follow up. 
  • Provide support to IAs and program staff in collection. compilation and analysis of VDC level data.

MINIMUM REQUIREMENTS

  • Master’s degree in Public Health, social science or behavioral science or epidemiology or statistics and at least three years related experience or a bachelor’s degree with five years of related experience in development programming, especially, planning, monitoring and evaluation. 
  • Ability to initiate and implement activities with minimal supervision and manage high volume work flow with multiple tasks. 
  • Experience with MIS, GIS and M&E systems, including data collection and analysis. 

Program Specialist -MSM, MSW and TG Program

Program Specialist - MSM, MSW and TG Program is responsible for designing, developing, implementing, monitoring and providing technical assistance to HIV prevention, care, support and treatment services among MSM, MSW and TG people. Capacity building, ensuring quality of services, regular supportive supervision, monitoring and onsite coaching of SSP’s implementing partners and technical backstopping of HIV prevention, care, support and treatment services for MSM, MSW and TG people are critical functions of the position. 

KEY RESPONSIBILITIES

  • Provide technical support to FHI 360’s specialized and program units and implementing partners for planning, implementation and monitoring of HIV prevention, care, support and treatment services among MSM, MSW and TG people. 
  • Develop strategic behavioral communication (SBC) and demand generation strategies, standard operating procedures (SOPs) and guidelines for HIV prevention, care, support and treatment services for MSM, MSW and TG people
  • Work with Technical, SBC and program unit to design and develop training curriculum and materials for HIV prevention, care, support and treatment services for MSM, MSW and TG people. Conduct training and provide follow-up and support after the training. Liaise/coordinate at the national level forums and networks including Federation of Sexual and Gender Minorities, Nepal (FSGMN) to create enabling environment to deliver quality services related to MSM, MSW and TG people.
  • Support to design and develop SBC materials and key messages targeted and tailored to MSM, MSW and TG people.
  • Support to develop, design and conduct consultation meeting with national networks (FSGMN and other networks) and stakeholders.
  • Work with FHI 360 Nepal M&E and program unit to support implementing partners to prepare, analyze and use HIV prevention, care, support and treatment cascade to ensure program quality and coverage. 
  • Review global, regional and national literature and conduct knowledge sharing on issues, needs, gaps, program intervention, good practices and lessons learned on HIV response for MSM, MSW and TG people.
  • Support FHI 360 Nepal implementing partners to document and share success stories, lessons learned and good practices. 
  • Conduct supportive supervision and monitoring visits and provide onsite coaching support to FHI 360 Nepal implementing partners.
  • Prepare technical reports and other project’s documents.
  • Support SBC, Technical and Program units to deliver services through use of new innovative technologies.
  • Participate in National level meeting and provide technical assistance to deliver friendly and quality services for MSM, MSW and TG people.
  • Coordinate and participate in regional and district level review meetings with government and non-government stakeholders. 

MINIMUM REQUIREMENTS

  • Master’s Degree in Public Health with three years of experiences working with HIV prevention, care, support and treatment services for key populations preferably with MSM, MSW and TG people or Bachelor in Public Health or related field with five years of experience in the related field. 
  • Technical knowledge in design, implementation and monitoring of MSM, MSW and TG people program. 
  • Familiar with trans-competent and gender-affirming services including LGBTI issues. 
  • Proactive and independent approach to work with willingness to undertake additional responsibilities.
