Program Development and Government Relations Consultant

General Description: (Roll over basis)

The Program Development and Government Relations Consultant will be responsible for researching, tracking, and pursuing new donor funding opportunities, with an emphasis on competitive calls for proposals from USAID, OFDA, DFID, ECHO, Europe Aid, and DFAT. He/she will provide business-development expertise to cross-discipline and cross-functional teams in the development of proposals in order to ensure the highest quality standards and competitiveness. He/she will contribute to and support internal learning processes that improve IMC’s business-development practices, for leveraging innovative, evidence-based results into new revenue and programming. Finally, he/she will coordinate IMC’s programming with officials and agencies from the Government of Nepal and serve as the principal focal person with the Social Welfare Council.

Job Functions: 

1. Business Intelligence and Consortium Liaison

  • Monitor donor websites and attend donors’ partner meetings in order to acquire information about new funding opportunities.
  • Recommend new funding opportunities to technical leads and to country senior management.
  • Meet with INGOs, international private contractors, and local agencies in order to establish consortia and partnership agreements.
  • Conduct capacity assessments and carry out due diligence of potential partner organizations.

 2. Proposal Development

  • Liaise with the Program Director for the implementation of field-based needs analyses which generate primary data about the needs of local communities, and then match these needs with the donors’ funding priorities.
  • Write and edit concept notes and full technical narratives, contribute to budget development, and liaise with the technical leads at IMC headquarters.
  • Improve proposal competitiveness through cross-sector engagement and the integration of industry tools and best practices.
  • Review new proposals for responsiveness to donor requirements, the incorporation of cost-effectiveness and cost-per-beneficiary considerations, value for money, sustainability, and impact.
  • Ensure accurate, complete, and timely submission of proposals to donors, including a compliance review of all proposal components.
  • Reply to the donors’ inquiries and issues letters, including proposal revision through to the award signature.

 3. Learning and Best Practices in Fundraising

  • Conduct after-action reviews for key funding opportunities in order to promote continuous learning and improvement in proposal development.
  • Monitor trends in implementation issues, successes and challenges, and related understanding of donor expectations. Build award-implementation experience into new proposal development.
  • Develop and maintain capacity statements, past performance tables, and evidence-based results for priority areas.
  • Liaise with IMC headquarters to maintain global past performance and corporate capacity statements.

 4. Government Relations

  • Coordinate IMC’s programming with officials and agencies from the Government of Nepal and serve as the principal focal person with the Social Welfare Council.
  • Liaise with Social Welfare Council regarding the approval of Project Agreements and visa applications for expatriate staff.
  • Update Social Welfare Council regarding the selection of local Nepali partner organizations for sub-grant implementation.
  • Ensure compliance with government implementation priorities and the submission of mandatory government reports and updates.

 Knowledge and Experience:

 

  • Master’s degree in the humanities, social sciences, or business administration.
  • Minimum five years’ experience in leading and producing competitive proposals, especially in the fields of health, WASH, DRR, protection, and livelihoods.
  • Comprehensive familiarity with the technical and cost-application requirements of DFID and USAID RfAs. Experience with non-USG donors and funding mechanisms highly desirable.
  • Excellent drafting and editing skills in English.
  • Superior knowledge of Excel and budgeting for grants.
  • Superior negotiation and representation skills, and the ability to work comfortably with a diverse staff.
  • Effective skills in coordination, organization, and prioritization.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work cooperatively with team members.
  • Proven ability to work and solve problems independently without direct supervision.
  • Functional use of Microsoft Office.
  • Fluency in written and spoken Nepali.
