JOB DESCRIPTION FOR   PROCUREMENT MANAGER

 

 1.         RESPONSIBILITY:

           Procurement Manager (Prc.M) is responsible for procurement of all projects related materials, tools, equipment etc. Procurement Manager should perform various administrative tasks. These tasks include collecting orders/quotation, prepare comparing chart, filing orders and quotations. Procurement Manager is responsible for gathering the information of goods and check the quality and standard as per requirement.

 We are using two basic types of procurement system while purchase of goods and services:

a)         Direct Procurement System:

Whenever any supply order comes a purchaser can go directly to a potential supplier and purchase the required goods or service. This type of purchase is called direct procurement and the value of the procurement is limited.

b)         Procurement by Competitive Bidding Procedure:

Procurement made on the basis of competitive bidding from more than one potential supplier (preferably not less than 3 potential suppliers) is called procurement by competitive bidding. This means purchase by quotation.

 

Procurement Manager shall be responsible but not limited for followings:

 

1.1       Responsibility and Authority: The responsibility and authority of handling the procurement work is delegated by the Managing Director to the Procurement Manager for Head Office and Project Manager in Projects.

1.2       Ethical Standards:   Any employee of this company involved in procurement of goods and services must fulfil the following ethical standards:

a)         Make no private promises of any kind binding upon the duties of office.

b)         Information on prices or conditions shall not be given to competitors.

c)         If suppliers want to submit a revised quotation, all the suppliers shall have the same opportunity.

d)         Put loyalty to the highest moral principles and to the Company above loyalty to person.

e)         Expose corruption where discovered.

f)          All contact and communication with suppliers shall be documented.

g)         No staff of this company will accept commission from any suppliers under any circumstances.

1.3       Manage overall direction, coordination, and evaluation of procurement for the facility. 

1.4       Implement procurement strategies to maintain security of supply and optimum value for money. 

1.5       Perform all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts. 

1.6       Set policy and guidelines for delivering commercial and cost effective procuring process for the business. 

1.7       Develop key relationships with business stakeholders and strategic supply partners to improve business.

1.8       Implement change and develop new processes to better procure goods and services. 

1.9       Negotiate contracts with suppliers to obtain best price and service. 

1.10    Identify cost reduction opportunities to achieve financial goals. 

1.11    Analyze market and delivery trends so as to develop procurement technologies and processes that support those trends. 

1.12    Identify areas for improvement to continually drive performance and business results. 

1.13    Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost down and improvement opportunities. 

1.14    Review current processes for procurement and make recommendations where appropriate. 

1.15    Provide periodic reporting for management on purchasing, controls and processes. 

1.16    Teach and educate managers and associates about the procurement process control. 

1.17    Interview, hire and train personnel for procurement related activities.

Concerned Section Managers are responsible to perform checks to ensure that his staffs are maintaining these ethical standards.

 

 QUALIFICATIONs

1. 3+ years of experinces in the field  of procurement of equipment, materials, construction chemicals and tools & many more miscellaneous procurement for projects.

2. Post graduates

3. Hard working, Honest, innovative, acquiring leadership quality.

4. Well communication skills, team spirit and empathy
