DRILP-III

Swiss Agency for Development and Cooperation (SDC) provides Technical Assistance (TA) to the Government of Nepal (GoN) through Ministry of Federal Affairs and Local Development and its Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) for rehabilitation and upgrading of approximately 425 km of damaged roads in 12 earthquake affected districts under Emergency Earthquake Assistance Project (EEAP). The programme is funded by ADB and SDC. AF-Iteco AG, Switzerland (AF-Iteco), on behalf of SDC provides TA through the Central Implementation Support Consultants (CISC) and the District Implementation Support Consultants (DISCs) of Decentralized Rural Infrastructure and Livelihoods Project-III (DRILP-III).

Details / requirements:

AF-Iteco AG, Switzerland (AF-Iteco), on behalf of SDC provides TA through the Central Implementation Support Consultants (CISC) and the District Implementation Support Consultants (DISCs) of Decentralized Rural Infrastructure and Livelihoods Project-III (DRILP-III). AF-Iteco invites applications from qualified Nepali Nationals for the following positions.

NATIONAL POSITIONS (to be based in Kathmandu)

1. PLANNING, MONITORING AND REPORTING MANAGER - 1 position

Qualification and Experience: The Manager should have at least a Bachelor’s degree in civil engineering and preferably a Masters’ degree in rural infrastructure planning and management with previous experience in transportation planning, monitoring and reporting. S/he should have at least 7 years of demonstrated experience dealing with planning, budgeting, results monitoring in the rural infrastructures preferably in road/bridge sector.

2. MANAGEMENT INFORMATION SYSTEMS (MIS) SPECIALIST- 1 position

Qualification and Experience: The MIS Specialist should have a Professional Degree in Computer Science, information technology or related subject. S/he should have 7 years of experience in managing web-based digital information system using various Information Technology, database management with computer application, and project monitoring and evaluation. S/he should have excellent skills in computer programming and setting up database systems. Experience in Planning and Monitoring of ADB funded projects, and knowledge of GIS will be added value.

3. DESIGN AND ENVIRONMENTAL ENGINEER - 2 positions

Qualification and Experience: The Engineer should have at least a Bachelor’s Degree and preferably a Master’s Degree in Civil Engineering, with 7 years of experience in construction and upgrading of Rural Roads, including surveying, designing, construction management, quality assurance and contracts management at senior level, along with the application of environmental management action plan. Additional qualification of gravelling and bituminous road under ADB funding will be added value.

4. SOCIAL SAFEGUARD COORDINATOR – 1 position

Qualification and Experience: The Coordinator should have preferably a Master’s degree in Sociology or equivalent degree (e.g. rural development and planning with major in gender equality and social inclusion) with 7 years’ experience in resolving social development issues, experience in social mobilization of communities; sound knowledge in the area of rural development, and resettlement in the projects preferably in roads/bridges sector. S/he should have demonstrated knowledge of resolving social safeguard and resettlement issues (e.g. worker's safety, insurance local conflict resolution etc.).

DISTRICT BASED POSITIONS

1. DISTRICT ENGINEER (DISTRICT TEAM LEADER): 9 Positions

Qualification and Experience: The District Engineer should have a Bachelor’s Degree in Civil Engineering, registered in Nepal Engineering Council, and at least 5 years of experience in construction/upgrading supervision, including quality control and management/execution of roads and bridges sub-project.  Demonstrated experience in managing a district level team and coordination with local bodies and local stakeholders will be added value.

2. SAFEGUARDS OFFICERS: 25 positions

Qualification and Experience: The Social Safeguard Officer should have a Bachelor’s degree in rural development, regional planning, sociology or equivalent degree with demonstrated knowledge and experience in working with rural communities of Nepal.  S/he should have at least  5 years’ of working experience preferably in the roads sector projects dealing with community mobilization, resolving community and social development issues (safeguards, voluntary land contribution, resettlement, workers’ welfares, insurance).

3. SUB ENGINEERs (SEs): 45 positions

Qualifications and Experience: The Sub Engineer (Overseer) should have a Diploma degree in civil engineering. S/he should have at least 3 years’ relevant professional experience of working in the rural road sector. Demonstrated experience in supervising contractors, specially upgrading and bituminous works, preparing and verifying bills of quantities, proficiency on using computer software, use of total station and working with local communities be added value.
