Background & Project Description

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The Compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India—helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal entity. This position will assume a critical role in the success of MCA-Nepal. 

 

Position Objective

The Outreach Communication Assistant, under the supervision of the Project Manager - Transmission Lines, or Environmental Coordinator, as designated, is responsible for the execution of project stakeholder engagement and consultation support activities, organizing logistical and administrative support for project communications at the local level (District, Municipality), gathering and inputting information, monitoring and reporting on communication activities. 

 

Duties and Responsibilities

Implementation

  • Support the execution of communications activities as defined by the stakeholder engagement plan or other plan, ensuring that these activities are delivered on a timely basis to support broader project initiatives and objectives;  
  • Maintain coordination with the Communications team to ensure all field-level consultation and communication activities are consistent with MCA-wide communication strategies; 

Planning

  • Organize logistics and administrative requirements for communications and stakeholder engagement activities (e.g. travel, venue management, etc.) and ensure that these are delivered and that costs are controlled in line with established budgets;

Reporting

  • Collect and input information for use in project monitoring, evaluation, and reporting activities, ensuring the accuracy of data and adherence to established formats for reporting;
  • Address queries from staff and external stakeholders (e.g. partner organizations, government offices) related to the implementation of project activities to build an informed basis for interaction and increased efficiency in the execution of activities; 
  • Maintain a calendar of project activities and ensure that staff and project stakeholders are informed of upcoming deadlines and project progress against milestones to support overall project management.

 

 

Requirements (Education, Experience, Technical Competencies)

  • Completion of Secondary School
  • Some prior experience in communications, stakeholder engagement and consultation
  • Prior experience in outreach in relevant district preferred.
  • Ability to converse local language and knowledge of local language and customs preferred
