Our breadth of expertise across all the key sectors and across the policy cycle, from diagnosing the problems and presenting evidence-based strategic options to supporting the implementation of solutions and monitoring and evaluating their progress, enables us to provide a holistic, integrated perspective in our deliverables.

Since 2013, OPM has been implementing the DFID supported Karnali Employment Programme Technical Assistance (KEPTA) supporting the Government of Nepal in developing and testing new approaches to employment-led poverty reduction. After the successful delivery of the first phase OPM is now recruiting a number of key positions in preparation for the rollout of the second phase of KEPTA.

Team Leader

The Team Leader will ensuring the effective delivery of the project, leading the team of local consultants, and acting as first point of contact with DFID and GoN. Performing project management activities delegated by the Project Manager.

PFM Specialist

The PFM Specialist will be responsible for providing the strategic inputs to strengthen the current financial management practices related to recording and reporting, the internal control system, the internal audit mechanism, and for helping MoFALD to reduce audit queries.

MIS Specialist

The MIS specialist will design and strengthen the use of the MIS system and ensure the effective functionality to produce results and reports. The specialist will establish the MIS server and mirroring data, and also ensures the effective functionality of MIS operation. 

M&E Specialist

The M&E specialist will design an M&E system for KEP, which will allow for the monitoring of inputs, outputs and outcomes at various levels, as well as increasing programme learning and accountability.

Programme Officer

The programme officer Assist in cross-cutting components, including operations, communication and training, and will supervise and coordinate activities in the districts.

Finance and Office Manager

The finance and office manager will deliver all finance functions on the project, as well as providing logistical support.

District programme officer (six positions – one per district)

The District Programme officers will work closely with DDC/KEP unit to roll out the KEP Guideline. In addition they will Support the KEP in coordinating with various agencies in the district to promote social protection and poverty reduction strategy in the district.

District monitoring supervisor (six positions – one per district)

The District monitoring supervisors will act as a focal person for MIS and ensure that MIS records are maintained on a timely basis. In addition, they will provide frequent monitoring of the activities to gather evidence to support district reporting.

District finance assistant

(six positions – one per district)

The District Finance Assistant will support DDC with financial reporting to KRDU and internal supervision, compliance of rules and procedures, etc.

Social Facilitators (Three each in Karnali districts and one in Bajura)

The Social Facilitators will work very closely with DPO and KEP Sub-engineer at the VDC level to facilitate social protection for an effective SP promotion from the programme.
