Monitoring & Evaluation (M&E) Officer
POSITION PURPOSE:
Monitoring & Evaluation (M&E) Officer will support the MEAL Manager to implement MEAL processes across all GOAL Nepal programmes. S/he will be responsible to work with field staffs and local partner organizations to monitor project activities. S/he will assist the MEAL Manager to develop MEAL system; its implementation; regularly update the project result framework; measure program progress & impact; follow up on accountability mechanisms; and support in any quantitative and qualitative research activities undertaken by the organization.

Contract Period: Fixed term for 6 months with possibilities of extension
DUTIES
Monitoring:
- Assist MEAL Manager in reviewing Log-frame matrix, defining key project performance indicators and ensure that input, output and outcome level results are logically linked to create desired impact;
- Assist MEAL Manager to develop M&E tools in line with M&E strategies to be used throughout the program
- Monitor the key project performance indicators throughout the project’s duration, ensuretimely updating of project results framework, project data and make them available to project staffs as necessary;
- Liaise with the implementing partners and coordinate with the field staffs for monitoring progress of the project;
- Perform regular field visits to ensure the implementation of M&E activities and collect necessary MEAL information
- Document and represent project progress through case studies and success stories;
Evaluation:
- Assist in design of evaluation and assessment tools, conduct field surveys and gather data.
- Assist MEAL Manager and programme teams in carrying out needs assessments, baselines, end line, targeted studies, and project evaluations;
- Visit GOAL project areas and engage in data gathering, conduct participatory assessments and prepare project specific case studies or success stories
- Train local enumerators for digital data gathering and ensure quality data collection, and supervise data collection works.
Accountability:
- Follow up on accountability mechanisms, including complaints mechanisms; consolidate feedback response databases and make it available to MEAL Manager and SMT when required.
- Provide a brief analysis of feedback and convert them into a report;
Planning, Reporting and Record keeping:
- Maintain project database, records, data on key project indicators, assessment findings, reports etc for quick retrieval.
- Assist MEAL Manager to analyze the regular monitoring data and compile monitoring and evaluation reports;
- Assist MEAL Manager in preparation of country reports for Project Indicator Tracking Report (PITR), Global Indicator Database (GID).
OTHER ROLES AND RESPONSIBILITIES:
- Provide other necessary support as per the need of the project and organization in terms of needs assessment, proposal writing or,
- Any other relevant tasks at the requested by the MEAL Manager.
REQUIREMENTS:
- Bachelors in Social Sciences, Development Studies, International Development, or any other relevant discipline.
- 2 to 3 years of monitoring evaluation, accountability and learning (MEAL) experience with at least 1 years’ experience with INGOs.
- Sound knowledge in project management cycle, logical framework, research methods and in monitoring, evaluation and accountability components of development projects.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods in assessments, surveys and evaluation.
- Demonstrated experience in data gathering, data analysis and drafting of reports.
- Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, STATA
- Ability to manage database, monitoring documents and reports.
- Confident presentation and facilitation skills.
- Excellent report writing skills.
- Ability to work under pressure, with minimum supervision.
- Excellent oral and written communication skills in English, and Nepali.
SELECTION PROCESS:
