Sunaulo Parivar Nepal (SPN) is a wellâ€established NGO delivering Family Planning and Sexual Reproductive Health services throughâ€out the country via centres, mobile outreach teams to remote areas and social marketing. It works in partnership with Marie Stopes International UK (MSI), a global social business providing reproductive health services across the world with a mission of ensuring individual's fundamental right to have children by choice not chances.

Support for International Health and Family Planning Organizations 2 (SIFPO2) is a cooperative agreement funded by USAID and implemented by Marie Stopes International Nepal/Sunaulo Parivar Nepal in 11 districts of Nepal: Sankhuwasava, Siraha, Rautahat, Chitwan, Dhading, Kaski, Parbat, Myagdi, Syangja, Rupandehi and Darchula from 2015 to 2019

The Monitoring, Evaluation and Research (MER) Officer will be responsible for ensuring operation of M&E System of SIFPO2 (of Family Planning Service Strengthening Program). The M&E and Research Officer will closely work with M&E and Research Manager, Senior Project Manager, District Managers and others to plan and implement M&E and research interventions as guided by project PMP/M&E plan. The position requires frequent travel to monitor project activities.

Job Description:

  • Support to review existing M&E system and M&E Plan in consultation with project team and support to make it compatible with project requirements.
  • Work closely with the district teams to plan and implement M&E  and research activities including application of tools and gather data required for the project 
  • Ensure project monitoring, evaluation and reporting from districts happen timely, and follow USAID Family Planning compliance, rules/regulations and requirements
  • Support to implement M & E activities including health facility mapping and assessment, exit client interviews, mystery client interviews, mid-term evaluation and final evaluation in time.
  • Draft data recording formats and reporting templates based on the requirements of DIP and M & E plan
  • Facilitate to apply M & E and research tools to capture appropriate disaggregation of data in time as required for USAID
  • Review and analyze the monitoring data and support the project team at support office and districts to improve the performance according to PMP
  • Compile district reports and prepare the project’s M & E reports in time with good quality.
  • Conduct regular monitoring visits to the project areas regularly and provide onsite mentoring to the district team
  • Conduct data quality assurance semi-annually or as required by the project
  • Support on data verification and prepare DQA reports disaggregated by districts
  • Support District Managers in performance monitoring of health facilities, and support for monitoring and technical skill  development
  • Provide technical backstopping to district team members for effective  monitoring and obtain expected result
  • Facilitate the district teams to prepare district M & E reports and make sure that all the districts report to support office in time

Job Specification:

  • Bachelor’s Degree (preferably, Master’s Degree) in public health, biostatistics/statistics, or social sciences with strong academic health background.
  • Knowledge of USAID funded project’s M&E system
  • Knowledge of family planning related indicator
  • Experience in developing M&E strategies, plans, research designs, and data analysis and providing evidence-based insight to program team and stakeholders
  • At least 3 years of M&E and Research experience in public health, preferably in family planning :
  • Establishing M&E system of large scale projects, preferably funded by USAID
  • Developing and implementing  M&E and research tools to measure successful project delivery and increase efficiency and effectiveness 
  • Producing high quality M & E reports
