Nepal Public Health Foundation (NPHF) is seeking dynamic, energetic individuals for the SPARSH Project   related to maternal, neonatal, child health nutrition and hygiene in Makawanpur starting from February, 2016.

Position: Monitoring, Evaluation and Learning Officer

REPORTS TO: District Programme Coordinator

DUTY STATION: Hetauda, Makawanpur with frequent visit to project VDCs

Job Summary

SPARSH project will be implemented in the five VDCs of Makawanpur where the majority of people are marginalized Chepang and Tamang. The project objective is to improve the maternal, neonatal child health nutrition and hygiene practices by increasing access to related information and services. The project will be implemented for 24 months.

Monitoring, Evaluation and Learning officer (MEL) officer major role is to monitor the project activities at the community level. MEL officer will provide close supervision to the social mobilisers and will be responsible to collect, compile the quantitative and qualitative data and support to prepare the progress report. MEL officer will document the learning, best practices and support to the project team to incorporate in the action plan.

REQUIRED QUALIFICATION

  • Bachelor in Public Health (BPH) with atleast 2 year experience in monitoring and evaluation of public health programme

SKILLS AND EXPERIENCE

  • Sound knowledge in maternal, neonatal, child health, nutrition and hygiene issue
  • Experience of planning and implementation of health activities at the district level
  • Familiarity with the structure and functions district health system
  • Good knowledge of monitoring, evaluation tools, relevant statistical package
  • Good interpersonal and communication skill and ability to coordinate the team
  • Fluent spoken and written English and Nepali
  • Conceptual thinking and analytical skills.
  • Excellent report writing and data analysis skills

RESPONSIBILITIES:

Planning and Implementation

  • Assist the district programme coordinator in preparation of detail quarterly plan of the project activities.
  • Assist to prepare the monthly work plan of social mobilisers and approval from the district programme coordinate
  • Coordinate and ensure the day to day activities of social mobilisers are smoothly carried out.

Monitoring

  • Monitor and supervise the social mobilisers and provide the technical support.
  • Develop the recording, reporting format in line with project outcome and health management information system.
  • Collect and compile the necessary data from the social mobilisers recording format and  health management  information system
  • Ensure the high quality data related to the programme are collected by the social mobilisers
  • Support the district programme coordinators in preparing the quarterly report and provide the necessary statistical and qualitative information

Evaluation

  • Setup the project indicators, establish the baseline data and periodic update of the achievement
  • Develop the qualitative evaluation tools and collect the information on quarterly basis
  • Assist the project team to develop the midline and process evaluation plan, scope of work and tools development.
  • Support and coordinate at the field level to conduct the formative research.

Learning

  • Document the learning and best practices in the MNCHN and wash sector
  • Collect and compile the case stories and success stories related to project activities
  • Support the project team to incorporate key learnings in the upcoming plan and programme.
  • Other related activities as necessary. 

SALARY: Negotiable

DURATION: Two years
