Cardno Emerging Markets USA, Ltd. (Cardno) is seeking Chief of Party, Deputy Chief of Party, Managers and Technical Experts for the upcoming USAID-funded Local Governance Project/Support to Federalization in Nepal.

USAID plans to provide support to Nepal's state restructuring and devolution to local bodies as envisioned and empowered in Nepal's 2015 Constitution. It will do so by providing support to citizens to access government services and their newly elected local officials. The project will also support local level government performance by working with those bodies in their provision of services to the public in an inclusive, transparent, and responsive manner. Finally, USAID will support institutionalizing inclusive citizen participation in local decision making and public accountability mechanisms, as well as mainstreaming conflict mediation into new local governance systems, processes, and structures.

Qualifications for positions:

  • Advanced degree in a relevant field for all listed positions.
  • Experience implementing USAID or other donor funded programs in Nepal and/or in the region.
  • For the Chief of Party and Deputy Chief of Party positions: 10+ years of experience implementing
  • complex democracy, human rights, and governance programs with 5+ years in senior leadership positions (with strong preference given to previous USAID experience).
  • For manager and technical expert positions: 5+ years of mid to senior level experience.
  • Ability in and passion for provision of technical assistance, capacity building, and developing collaboration and learning among host country counterparts.
  • Experience in implementing local governance strengthening, rule of law, and good governance programs preferred.
  • The candidates must have professional level English ability -- both written and oral.
