M&E - Coordinator

ENVISION is an eight-year cooperative agreement (September 2011 to September 2019) through which RTI supports and expands Neglected Tropical Disease (NTD) control and elimination in priority countries and will further the development of evidence-based policies and standards globally (www.ntdenvision.org).  Compensation for this position is based on RTI Nepal’s national compensation scheme.

POSITION SUMMARY:

The primary function of the M&E Coordinator is to manage ENVISION project data, including annual planning and reporting. The M&E Coordinator will work closely with the Ministry of Health and Population (MOHP) to support effective monitoring, evaluation, and data management of ENVISION’s contributions to the national NTD program. This position reports to the Program Manager, ENVISION Nepal.  The M&E Coordinator’s main responsibilities include:  

Program Planning/ Development/Coordination 

Under the direction of the Program Manager, the M&E Coordinator will supervise and monitor all ENVISION project activities and will:

  • Provide technical support and ensure that all M&E activities are implemented in accordance to the workplan and budget.
  • Monitor the implementation of Disease Specific Assessments to ensure quality and compliance with the international guidelines.
  • Manage ENVISION project data for annual planning and semi-annual reporting through the use of established ENVISION tools such as workbooks and databases;
  • Work alongside the MOHP NTD program staff to help track data from NTD activities which ENVISION supports; 
  • Take an active role in MDA related planning, including provision of information/data relevant for drug forecasting and other planning needs 
  • Assist the MOHP to use WHO NTD tools, such as the Tool for Integrated Planning and Costing (TIPAC), Joint Reporting Form, Joint Request Form for Selected Medicines, and the WHO Integrated NTD Database; oversee the NTD database consultant.
  • Facilitate capacity building of partners and stakeholders 
  • Make field visits to project sites to monitor program implementation and report back to the Program Manager;
  • Work closely with partners, including the Epidemiology and Disease Control Division (EDCD), National Trachoma Program (NTP) and local NGOs to review data collected under the ENVISION project; 
  • Participate in the design of a monitoring and evaluation plan in line with the national MOHP NTD program
  • Support Program Manager to conduct quarterly project performance reviews to identify successes, management challenges and risks for evidence-based interventions and corrective actions
  • Provide overall M&E support to the project, and other duties as needed.

Information Processing

  • Keep ENVISION reporting documents current;
  • Facilitate data analysis and interpretation of operations research data to inform program decisions 
  • Keep all electronic records up-to-date to and ensure efficiency with data collection and recording;
  • Contribute to the annual work plan and semi-annual reports, at the direction of the Program Manager;
  • Prepare charts, graphs, and spreadsheets for ENVISION reports, work plans, and other documents;
  • Contribute to the capture and dissemination of information on project activities, outcomes, best practices, and lessons learned including success stories and articles for publication on the ENVISION website and in other fora;

REQUIREMENTS:

  • A Master’s degree in relevant discipline and one year of experience or a bachelor degree and 3 years of experience.
  • At least three years of progressive relevant experience in database management and program monitoring and evaluation.  
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Capacity to work independently and take initiative on one’s own. 
  • Ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work. 
  • Good English language oral and written communication skills.
  • At least two years of professional use of Microsoft - office software, and one year professional use of Access, SPSS, and other statistical packages.
  • Experience in disease surveillance, infectious diseases preferred.
  • Experience working with USAID or other donor-funded projects preferred.
  • Willingness to travel within Nepal frequently.
  • Program and Administrative experience, preferably for an organization implementing international programs in developing country settings; 
  • Excellent organizational skills and attention to detail;
