Inclusive DRR Officer 

Job purpose

In partnership with American Red Cross (ARC) and with support from the Anne Ray Charitable Trust (ARCT), Nepal Red Cross Society (NRCS) is implementing Mahakali River Inclusive Community Based Disaster Risk Reduction (CBDRR) Project from July 1, 2017 through June 30, 2019. The goal of the project is to strengthen the capacity of vulnerable communities living in the lower portions of the Mahakali River basin, particularly marginalized groups and persons with disabilities (PWD), to better manage and respond to risks posed by natural hazards. 

The Mahakali River Project will focus on multiple hazards identified in the communities (floods, landslides, earthquakes, fires and cold waves) by strengthening inclusive disaster preparedness and response readiness capacities of the Nepal Red Cross Society (NRCS) and the communities, as well as improving school disaster safety. The project will be implemented in high flood risk areas within the districts of Kanchanpur and Dadeldhura. 

In order to ensure that gender equity and inclusion (GESI) considerations and principles are integrated in all aspects of project design and delivery, including meaningful participation and addressing the needs of marginalized groups and persons with disabilities, American Red Cross (ARC) is seeking an experienced Inclusive DRR Officer to provide technical inputs and work closely with NRCS staff to achieve inclusion mainstreaming.

The Inclusive DRR Officer will be based in the field, at one of the NRCS offices in Kanchanpur or Dadeldhura. The position will report directly to the Senior Program Officer in charge of the Mahakali River Project

Job duties and responsibilities

The scope of work shall comprise but not necessarily be limited to the following:

  • Design and develop GESI approaches and strategies for the program in consultation with NRCS, ensuring inclusion of best practices related to persons with disabilities (PWD).
  • Review and revision of ARC and NRCS DRR procedures, tools and trainings to ensure integration of GESI.
  • Ensure that the project implementation plan reflects GESI considerations and relevant activities.
  • Design and conduct GESI orientation/trainings for ARC and NRCS staff, volunteers and executive committee members, and community members as needed and appropriate and in collaboration with the NRCS Inclusive DRR Officer.
  • Support NRCS program team to achieve the program goal, with particular reference to inclusion, and implementation of project activities (including vulnerability and capacity assessments, establishing local level committees, local level DRM planning, trainings, etc.).
  • Work closely with the M&E team to ensure integration of inclusion considerations in M&E plan, reporting and monitoring tools.
  • Work closely and collaboratively with the Nepal Red Cross Society (NRCS) to coordinate with and support NRCS’s implementation of this project.
  • Ensure project results reflect GESI considerations, principles and targets.
