Human Resources (HR) Officer

 Background

USAID/Nepal’s Program for Aquatic Natural Resources (PANI) was executed by DAI and USAID on April 11, 2016. PANI’s goal is to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Focusing primarily at the watershed, basin, and national scales, PANI will reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins and increase the ability of targeted human and ecological communities to adaptto the adverse impacts of climate change through improved water management.

 Purpose

The HR Officer will be based in the project office in Kathmandu and, with oversight from the Finance and Administration Manager (FAM), will be responsible for all activities related to human resources and provide general guidance for hiring and staff management in both offices. This position will oversee recruitment, ensure compliance with local labor law and organizational policies as well as USAID’s rules and regulations, and hold primary responsibility for HR file maintenance.  This position will report to the FAM in Kathmandu.

 Responsibilities

  • Assist the project’s human resources department in coordination with the policies and procedures in the DAI HR Manual and local labor law.
  • Coordinate the recruitment process in preparation for negotiations, reference checks, hiring, performance management and termination of employees/consultants in consultation with the COP and senior management staff.
  • Oversee the collection of timesheets on monthly basis and reconcile the time sheet with the leave record and submit time sheet to finance unit for the salary disbursement.
  • Keep record of staff leave monthly basis.
  • Ensure that HR files are maintained with all necessary documentation as per the policy.
  • Serve as a resource for project staff with questions related to DAI’s HR policy and procedures, insurance coverage, and other related issues.
  • Conduct Orientation to the newly recruited staff members.
  • Development and management of job descriptions of consultants and other external parties.
  • Compilation and sending of contracts to appointed staff.
  • Maintain liaison with the USAID and relevant Ministries the country regard to the visas for expatriate staff.

 Responsible for other duties, as assigned by the Finance and Administration Manager.

Qualifications

  • B.A. Degree in Finance, Business Administration, Human Resources or equivalent.
  • 3 to 5 years of progressively responsible HR experience.
  • Experience with USAID human resources policy and regulations is preferred.
  • Ability to apply laws, regulations and instructions and interpret DAI and USAID policy.
  • Ability to perform high-level duties with a minimum of supervision.
  • Fluency in English is required.
