POSITION TITLE: Grants and Sub-Contracts Manager (P5)

LOCATION: Kathmandu, Nepal

UNIT: Agriculture

REPORTS TO: Grants Director 

BACKGROUND: 

Winrock is seeking candidates for a Grants and Sub-Contracts Manager for the Feed the Future Knowledge-based Integrated Sustainable Agriculture in Nepal II (KISAN II) project. The USAID/Nepal-funded KISAN II project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country and four districts in the Central region. The purpose of the project is to increase resilience, inclusiveness, and sustainability of income growth in the Feed the Future Zone of Influence. KISAN II will help lead firms, input suppliers, and private sector change agents catalyze agricultural productivity, competitive market systems, a stronger enabling environment, and business and literacy skills for households in two Zones of Influence.

POSITION DESCRIPTION 

The KISAN II Grants and Sub-Contracts Manager will oversee all grants and general procurement activities. S/he will be responsible for managing KISAN II’s Grants Program, ensuring that grants are processed in timely manner and the process adheres to KISAN’s Grants Manual, reviewing grant packages to ensure they meet KISAN II and USAID requirements in the contract and Grants Manual, and monitoring the grants budget.  The Grants Manager will assist design and implement a monitoring and evaluation system for grants, ensuring that data is collected, tracked, and analyzed regularly per grant agreements. The Grants and Sub-Contracts Manager will also oversee general execution, management, monitoring, and closeout of sub-contracts under KISAN II. 

ESSENTIAL RESPONSIBILITIES:

  • Manages full Grants Cycle
  • Design and implement a comprehensive grants monitoring and evaluation system
  • Lead collation of data that measure progress, track effectiveness, and provide continuous assessment of progress toward program targets and benchmarks 
  • Training field staff on grants management
  • Review solicitations and grant packages including technical and budget documents
  • Ensure quality control and rigorous monitoring and evaluation
  • Oversee administrative and financial implementation and monitoring of sub-contracts, ensuring compliance with USAID regulations

QUALIFICATIONS AND REQURIEMENTS:

Education: B.S. or equivalent university degree in Accounting, Finance or Business Administration.

Experience: The ideal candidate will have the following experience:

  • At least 5 years of experience leading financial and grants management of donor-funded programs (USAID experience strongly preferred)
  • Experience managing small grants to local organizations and managing office staff 
  • Strong computer software skills in MS Excel and Word
  • Experience/familiarity with the USAID procurement process
  • Strong accounting software skills (such as QuickBooks) preferred 
  • Strong communication skills, both oral and written with fluency in both English and Nepali required  

Other: High level of English and of Nepali is required.
