POSITION ANNOUNCEMENT

Government Liaison and Policy Specialist, Counter Trafficking in Persons, Nepal 

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Government Liaison and Policy Specialist for an anticipated USAID-funded program to Counter Trafficking in Persons in Nepal. The program will seek to strengthen the national and local government efforts to combat TIP, improve CSO advocacy, and increase private sector partnerships to assist survivors and those at-risk.

The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Government Liaison and Policy Specialist

LOCATION: Kathmandu, Nepal

DEPARTMENT: Civil Society & Education

REPORTS TO: Deputy Chief of Party

POSITION SUMMARY:

The Government Liaison and Policy Specialist will lead project support to create and sustain counter-trafficking efforts of the Government of Nepal, and will work with key stakeholders at the national and sub-national levels through policy formulation, advocacy, monitoring, reporting and evaluation.

ESSENTIAL RESPONSIBILITIES:

  • Establish and maintain strong relationships within the Ministry of Women and Social Welfare and the Ministry of Labor as well as the Department of Foreign Employment and CTIP Joint Coordination Committee
  • Collaborate with government officials to improvedata collection, sharing and usage to strengthen policy, coordination, and public reporting 
  • Oversee efforts to strengthen government national and local Committees for Controlling Human Trafficking to prevent, protect and prosecute TIP
  • Assess and improvegovernment capacity at national and sub-national levels to monitor and enforce policies related to labor recruitment and TIP 
  • Support government initiatives to implement national and international recommendation to mitigate and address human trafficking
  • Support initiatives to strengthen regional networks and cooperation mechanisms in support of national counter trafficking legislation in Nepal
  • Other duties as assigned

QUALIFICATIONS: 

  • Education:Bachelors degree (Masters preferred) in international development, law, human rights, or other relevant field 
  • Technical:Minimum 7 years’ experience in policy work related to countering human trafficking, labor migration or other relevant field

Experience:

  • Experience managing international projects to the highest ethical standards 
  • Extensive experience working with relevant Nepali government agencies as well as local and international NGOs working on issues of human rights
  • Relevant experience developing and implementing policy development and advocacy programs in human trafficking, migration and or other related themes
  • Experience building the capacity of government entities as the national and sub-national level

Skills/Knowledge:

  • Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues in developing countries
  • Knowledge of laws and regulations pertinent to labor migration and human trafficking in Nepal
  • Knowledge ofhuman and institutional capacity building tools and approaches, particularly in a decentralized governance system
  • Knowledge of processes and software solutions for data management, performance monitoring, and referral systems
  • Understanding of policies and enforcement mechanisms related to TIP in Nepal
  • Excellent written and oral communication skills in English and Nepali
  • Computer literacy in Microsoft Word, Excel, and Powerpoint.
