DFID Nepal is seeking to fill the following position, inviting applications from interested and experienced Nepalese candidates or those having a relevant work permit to work in Nepal. 

Position: Governance Adviser – Public Financial Management and Anti-Corruption 

DFID Nepal requires an experienced Governance Adviser to help lead on DFID’s support to Public Financial Management (PFM) Reform and anti-corruption efforts, working across sectors with a specific focus on the subnational level. Working with and through the Government of Nepal (GoN) to strengthen PFM and accountability is a priority for DFID Nepal to strengthen GoN systems and safeguard UK public funds.

This is a challenging and rewarding position that requires a creative, knowledgeable and proactive adviser. He/she must have the enthusiasm and authority to build relationships with senior Government, private sector, NGO and donor partners to help build transparency and accountability in Nepal.

Required qualifications/ skills

1. A relevant qualification in accountancy, public administration, political science, business administration or a related field at Masters level or above.

2. At least 5 years’ experience working in financial management or anti-corruption efforts, including audit, public procurement and financial information systems, with an emphasis on the public sector.

3. Delivery of strategic PFM advice at national policy level combined with solid experience in implementation of financial management information systems, treasury systems, cash management processes, expenditure controls and measures to increase transparency and accountability in public finances.

4. Solid understanding of PFM systems, including the public expenditure cycle as well as how countries formulate budget priorities, allocate scarce public resources, and the political economy of budgets.

5. Understanding of financial accountability mechanisms including: government accounting officers, internal audit departments, supreme audit institutions, parliamentary accounts committees, and informal institutions that help citizens to participate in budget processes.

6. Demonstrated ability in practical institutional and organisational analysis.

7. Full appreciation of the national context and the capacity constraints in financial management in Government of Nepal, particularly at devolved levels.

8. Proven ability to analyse and use complex information to support policy development, particularly towards improved value for money in spending decisions.

9. Excellent spoken and written Nepali and English.
