POSITION TITLE: Gender Equality and Social Inclusion Specialist (national position)

LOCATION: Kathmandu, Nepal

DEPARTMENT: Civil Society & Education

REPORTS TO: Deputy Chief of Party

DURATION: 12 months

BACKGROUND:

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.

POSITION SUMMARY: The Gender Equality and Social Inclusion Specialist will provide technical leadership in applying a social inclusion and gender equity framework in planning, implementation, and performance monitoring across Nepal CTIP objectives and program components and monitor cross-cutting approaches for integrating this framework in prevention, protection and prosecution; s/he will also advise on case management of aftercare for survivors of trafficking.

ESSENTIAL REPONSIBILITIES:

  • Conduct a gender and social discrimination analysis and develop a framework to effectively integrate gender equality and social inclusion into NCTIP objectives and strategies, M&E plan, workplans, and activities
  • Periodically assess the integration of the gender framework in project activities and results and promote creative and gender responsive solutions to addressing TIP at national and sub-national levels
  • Provide strategies and support the staff in the development of messages and content for the behavioral change campaign to address gender inequality and other forms of social discrimination
  • Lead staff and partner capacity building in gender-responsive programming
  • Support capacity building of CSO partners to carry out research, analysis and advocacy for gender responsive and inclusive policies and services related to TIP
  • Act as the focal person for linking NCTIP with national efforts to promote gender equality and social inclusion, and engage organizations focusing on marginalized groups such as castes, ethnic minorities and LGBT to develop their capacity to reduce TIP vulnerabilities.
  • Provide technical support to design and implement gender-sensitive and inclusive aftercare services for survivors of trafficking and labor exploitation.
  • Establish and maintain relationships with relevant local organizations, Government of Nepal, as well as private sector partners to improve referral mechanisms and services; implement and maintain standards of care for survivors
  • Contribute to preparation of quarterly and other reports as required, specifically highlighting the integration of a gender framework in NCTIP and progress on gender and social inclusion indicators
  • Other duties as assigned

QUALIFICATIONS:

Education: Advanced degree in gender studies, social work, psychology, human rights, international development or related field; or equivalent professional experience in gender in development, youth engagement or related fields

Technical: A minimum of 5 years’ professional experience in gender analysis and programming in the field of human trafficking prevention, labor migration, victim support services, gender-based violence, women’s empowerment preferably within the Nepali context; Minimum three years’ experience direct assistance through case management process for reintegration of victims of human trafficking and/or other forms of abuses

Work Experience:

  • Experience implementing international projects to the highest ethical standards
  • Extensive experience in networking and collaborative activities with relevant government agencies as well as local and international NGOs addressing human trafficking and labor migration issues in Nepal and the SAARC region
  • Demonstrated experience in training and integrating gender equality and women’s empowerment in project design and implementation, preferably in Nepal
  • Strong programming and M&E experience in gender-related work
  • Demonstrated ability to lead, advocate for, train and work effectively with partners and transfer knowledge on gender-related work to diverse audiences through workshops, training, meetings applying participatory methods
  • Experience with USAID and other gender and social inclusion frameworks for service delivery and policy programming a strong plus.

Skills/ Knowledge:

  • Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues in developing countries, specifically contextualized in South Asia, and preferably in Nepal
  • Knowledge of the social, psychosocial, health and economic aspects of survivor care and current survivor service providers in Nepal
  • Experience with private sector engagement and partnerships in supply chains desirable
  • Excellent facilitation skills
  • Ability to work both independently and in a team
  • Skilled in MS Office including Word, Excel, Outlook
  • English and Nepali language proficiency required

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
