VACANCY ANNOUNCEMENT

FINANCE AND ADMINISTRATION OFFICER 

 

Established in 2006 AD, F-SKILL Pvt Ltd is a leading service provider in the technical and vocational education and training (TVET) sector of Nepal.

F-SKILL provides vocational training services and works with various international organizations, INGOs, NGOs, private sector and Nepal government agencies. 

F-SKILL center office is located in Kusunti-13, Lalitpur (near Yatayat office). It has field offices in Nepalgunj and Dhangadi. 

F-SKILL is seeking applications from qualified, talented and result oriented Nepalese citizens for the position of Finance and Administration Officer (FAO) based in its center office in Kathmandu. 

The FAO will work under the supervision of the Chief Executive Officer and Board of F-SKILL and work closely with the programme and support staff. She/he will be overall responsible for the administration and finance matters in the central and field offices. 

 

REQUIRED QUALIFICATION AND EXPERIENCE:

  • Master's Degree in Finance, Business Administration, Management, Accounting or related field. 
  • A minimum of 3 years of experience in managing and coordinating accounts and administration in similar company or development organization. 
  • A team player with good communication and interpersonal skills. 
  • Should maintain effective and professional working environment in  office and rapport with all the staffs
  • Should be positive and willing to learn 

 

DUTIES & RESPONSIBILITIES 

General Administration:

1.       Provide assistance to CEO in managing the overall administration of the project, with due care of all applicable  F-SKILL rules and regulations;

 

2.       Arrange logistic and financial support for different events like meetings, workshops and training courses including travel arrangements for CEO and travels of the staffs at the center and at the regional level;

 

3.       Ensure proper filing of all financial, administrative, procurement and human resources documents;

4.       Ensure company assets (fixed assets and non-consumable items ) records are up-to-date, conduct half yearly physical verification of the same and prepare inventory report

5.       Supervise and guide all support staffs regularly on administrative matters.

6.       Maintain up-to-date personnel files, employment contracts systematically and periodically report to the CEO on the necessary follow-up actions;

7.       Provide recommendation  in updating internal policy of F-SKILL when appropriate

8.       Ensuring office supplies and basic provisions are fully stocked (cleaning products, toiletries, stationery refreshments, etc.) and properly accounted for

9.       Ensure that vehicle log books are systematically maintained by the Driver and vehicles are in proper condition;

 

Finance:

1.       Manage F-SKILL budget and account.

 

2.       Maintain complete sets of books of account according to the principles of accounting and update on a daily basis

3.       Prepare trial balance, bank reconciliation statements and status of fund on a monthly basis ensuring accuracy of the statements and books of accounts and prepare periodic Financial Reports 

4.       Prepare quarterly and annual financial statements for the company, contribute to the necessary documents like financial progress reports;

 

5.       Assist CEO in developing the annual budgets to support the Work Plan for the company;

 

6.       Provide advice and guidance on financial and budgetary matters and prepare budget revisions as and when necessary;

 

7.       Prepare a ceiling for expense in self-implemented trainings in coordination with related Program Officer and CEO

 

8.       Disburse Payments to the Partner Franchisees as per Payment Claim after consulting with concerned program staff and CEO. Ensure that claim is not above the ceiling.

 

9.       Prepare various contractual documents related to procurement of goods and services ensuring adequate protection of the interest of the company and follow-up on the status of the contracts;

 

10.   Implement an effective finance control framework to check all expenses made against estimates/projections; report all inconsistencies to CEO

 

11.   Implement operational strategies for cost-effectiveness in the company;

 

12.   Review, analyze, monitor and report expenditure against approved budgets and/or authorized expenditures for individual projects

 

13.   Strictly monitor Per Diem claims from field against the projected Per Diems; report to concerned program staff and CEO  for claims which are not consistent with projections

 

14.   Participate in the program/meeting/workshop conducted by  F-SKILL and contribute input where necessary

 

15.   Support CEO to provide financial input at meetings with various donors, clients as and when necessary

 

16.   Provide support to program staff and CEO in preparing financial section of bidding documents

 

17.   Be  responsive to the staffs requests to resolve financial data issues;

 

18.   Ensure that taxes are deducted and deposited as per the prevailing taxation rules, and year-end tax deposit certificates are obtained from tax office; obtain VAT clearance at year end, reconcile VAT on quarterly basis

 

19.   Make efforts for collection of due income/payment from various parties

 

20.   Assist the CEO in assessing financial viability (profit) of upcoming projects / programme

 

21.   Advice and assist CEO on financial matters and financial monitoring of projects

 

22.   Assist CEO in recruitment of  personnel, consultants, etc.; organization of Recruitment Committee Meetings; and keeping minutes;

 

23.   Conduct timely review of cash/ budget position for F-SKILL account to ensure sufficient funds on hand for disbursements, assist in timely accounts closure, review of bank statements to monitor account levels

24.   Liaise with external auditor as necessary and assist and facilitate the external audit; prepare draft responses as necessary and take follow up measures on audit findings in a prompt manner.  This includes the task of studying past audit reports and ensuring full compliance of audit recommendations;

25.   Keep abreast of the financial regulations of the Government regarding the taxation

26.   Ensure compliance of all the provisions of company Management Guidelines regarding personnel management, procurement, subcontract and financial management;

27.   Prepare correspondence related to administrative and financial matters

28.   Prepare and follow up on the contracts for franchisees, national consultants /subcontractors

and support staffs;

 

29.   Make necessary arrangements for staff salary disbursement on time

 

30.   Maintain and update staff Retirement Fund, and other benefits

 

31.   Make necessary insurance arrangement for staffs and vehicles as per F-SKILL’s Operational Manual

 

32.   Ensure petty cash is well managed by receptionist. Oversee monthly reconciliation.

 

33.   Make sure that accounting compliances are followed in the F-SKILL regional offices

 

34.   Maintains confidentiality of financial documents of the company

35.   Perform other financial duties related to the project / programme as assigned by CEO;
