CAMRIS International implements the Nepal Monitoring, Evaluation and Learning (MEL) Project, a five-year Mission-wide monitoring and evaluation (M&E) contract. The Nepal MEL Project supports the achievement of USAID/Nepal’s Country Development Cooperation Strategy (CDCS) development objectives by assisting the Mission in planning, designing, conducting, disseminating and learning from more rigorous monitoring and evaluation of development activities. This includes designing and implementing both quantitative and qualitative evaluations and assessments, as well as providing expert analysis and technical assistance to USAID/Nepal’s programs.

The Nepal MEL project has three major components:

  • Component 1: Support greater rigor and coherence in USAID/Nepal’s M&E efforts
  • Component 2: Design and conduct analyses, evaluations, surveys, studies, and assessments
  • Component 3: Support improved knowledge management within the Mission 

CAMRIS seeks an experienced Finance and Administration Officerto join CAMRIS’ Nepal MEL team. This is a full time position based in Kathmandu. The Finance and Administration Officer will work under the direction of the Finance and Administrative Manager (FAM), and will provide efficient and effective accounting and administrative support services to Nepal MEL Project.

RESPONSIBILITIES

  • Providetimely and accurate financial and accounting records incompliance with the USAID and CAMRIS International’s policies and procedures.
  • Process payment vouchers
  • Upload financial transactions on accounting software.
  • Complete monthly bank reconciliation statement process.
  • Support FAM with cash flow monitoring.
  • Maintain and administerpetty cash fund and timely reimbursement of petty cash fund.
  • Calculate and deposittaxand CITon timely basis. 
  • Compile travel advance documents.
  • Prepare documentation for VAT refund and claim process.
  • Maintain advance register and bank disbursement book.
  • Assist FAM with audit processes as and when required.
  • Assist FAM on travel advance settlement.
  • Provide office administration support under the supervision of FAM.
  • Provide day to day driver(s), cook and cleaner.
  • Organize and book vehicle/travel and logistic arrangementswith the MEL technical team and consultants.
  • Support FAM on processing visas and other relevant documents for expatriates.
  • Provide project closeout support. 
  • Other duties assigned by the FAM as and when required.

QUALIFICATIONS

  • Bachelor’s degree in relevant filed is required
  • At least five years’ finance and administration experience in I/NGOs
  • Experience with finance and administration support to USAID projects preferred
  • Excellent record-keeping skills
  • Strong IT skills, particularly use of Microsoft Office and accounting packages
