The Public Defender Society of Nepal (PDS Nepal) is a not-for-profit, nongovernmental organization that upholds the human right to a fair trial and life and liberty, by defending poor, marginalized and vulnerable persons accused of criminal offenses, regardless of age, gender and ethnicity. It also works with the government to build its capacity to meet its legal obligation to provide criminal defense services to poor persons who cannot afford to hire private lawyers, so that all accused have equal access to competent defense lawyers. The primary mission of the organization is to ensure fair and effective access to justice, to develop a public defender system in Nepal and to work to develop the efficiency and sustainability of a Nepal public defender system. It focuses on the need for quality and meaningful legal representation for indigent accused in judicial and quasi-judicial tribunals.

Post: Finance and Admin Associate

Duration: One-year contract (renewable upon availability of funds and upon satisfactory performance)

ILF-Nepal provides free legal representation to poor men, women, and children who cannot afford counsel and who are accused of crimes in Nepal. ILF-Nepal seeks qualified, dynamic and results oriented Nepalese citizen applicants for One (1) open position for full-time, Finance and Admin Associate in its Kathmandu Office. "ILF-Nepal" is the Nepal headquarters of an international organization which also provides services in Afghanistan, the West Bank and Tunisia.

Overview: The Finance and Admin Associate will handle the full cycle of accounts payable and accounts receivable, reconciliations, record keeping, and payroll, as well as analysis and report preparation for ILF-Nepal. This individual will report to the Managing Director and Country Director of ILF-Nepal.

Specific finance duties include, but are not limited to:

  • Processing payroll, accounts payable, and accounts receivable transactions.
  • Verifying, allocating and posting financial transactions into QuickBooks /FUND EZ/Excel.
  • Managing month-end bank reconciliations, accruals, adjusting entries, prepaid expenses, receivables, and balance sheet accounts, with support from Managing Director. 
  • Maintaining up-to-date paper and electronic documentation of all necessary accounts payable, accounts receivable, banking, and payroll files.
  • Administering, tracking and reconciling cash funds. 
  • Handling petty cash and reviewing and following up questions or concerns with staff.
  • Compiling monthly budget vs. actual report, for submission to ILF-Nepal’s Managing Director, Country Director and the Managing Director in New York. 
  • Supporting the annual financial audit that is conducted for New York and all country offices together, including providing back-up documentation and explanations of transactions. 
  • Supporting the Managing Director and Country Director in the development of the annual budget, including calculating and projecting expenses for the upcoming year. 
  • Preparing monthly fund requests and submitting to the Managing Director for approval and submission of wire transfer request. 
  • Ensuring data integrity, appropriate internal controls, proper accounting methodology and adherence to established policies and manuals. 
  • Supporting and helping train local office staff in their fiscal management roles. 
  • Maintaining inventory records and deducting depreciation as per rules and regulations of the Government of Nepal. 
  • Calculating and paying all taxes (TDS, Salary Tax etc) and updating ILF-Nepal’s management/ staffs about new changes in Government of Nepal tax rules and regulations.

Specific office administration duties include, but are not limited to:

  • Monitoring and managing overall activities of the office.
  • Preparing administrative and financial reports for ILF-Nepal’s - offices in Nepal.
  • Keeping proper records of staff leave and office activities.
  • Regularly report to the Managing Director regarding database status.
  • Maintain personnel folder of ILF-Nepal staff.
  • Communicate to district offices and record all communication related documents. Send and received official documents / letters and track its records.
  • Performing other tasks as requested by Country Director and Managing Director.

Qualifications, Skills and Experience

  • At least 5 years' experience in accounting and managing financial matters in an I/NGO setting
  • Bachelor's Degree in accounting or finance.
  • Extensive knowledge of accounting software, e.g., QuickBooks/Fund EZ skills highly preferred.
  • Adequate computer and communication skills in English and Nepali.
  • Proficiency skills in Excel is highly required

Salary: 30,000- 33,000 as per experience and performance, before tax (after probation, probation period will be 3-4 months). Other fringe and benefits are as per organization's policy.
