Organizational context (where the job is located in the Organization)

The Federation first established a country office in Nepal in 1965 and since then has been maintaining its presence through regional representation or through a Country Office as circumstances have required, providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The mission of the Nepal Country Office is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation through IFRC and PNSs to enable Nepal Red Cross Society effectively deliver on its 6th Development Plan 2011-2015, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2020 and Federation business lines.

 Job purpose

This position will be part of the core Swiss Red Cross (SRC) Nepal team and we are seeking an experienced and qualified financial professional to support financial and administrative services of SRC's recovery and reconstruction project. The Finance & Administration Assistant will support all financial, administration and logistic services of the Swiss Red Cross (SRC) project as elaborated in the job-description. He/she will also ensure the cooperation agreement is administered between the implementing partner organisation according to the agreed financial and procurement management policies and procedures. This role will be reporting directly to the SRC Senior Finance and Administration Officer (Nepal), based in Kathmandu. The FAA will be supporting the finance and administration team for ensuring that the project’s budget planning, accounting, monitoring, controlling and reporting of the financial and administrative activities are carried out in an efficient transparent, economical and timely manner.  

 Job duties and responsibilities

Finance

·         Support maintaining financial management according to the General Accepted Accounting Principles and International Accounting Standards

·         Proper bookkeeping of day to day transactions alone with making timely entry in the accounting software.

·         Preparing and maintaining bank reconciliation and assets register

·         Conduct periodic field visits to the project districts to provide relevant capacity building input to the field/project staff members as needed

·         Work in compliance with the rules of Government regarding taxation

·          Support preparing consolidated financial reports including district projects in monthly basis Support planning budget for the project district; and prepare and execute budget disbursement

·         Proper maintenance of petty cash and its expenses register

·         Support on carry out internal audits and physical verification in the project districts as needed, and support for the external auditing.

 

Administration and logistics

·         Perform secretarial functions and prepare minutes for the meetings.

·         Prepare, draft official letters and contracts.

·         Systematic filing and record keeping.

·         Maintaining personnel file including leave records, attendance sheet and service contract.

·         Review the conditions of expendable and non-expendable assets and report to line manager.

·         Prepare monthly procurement plan/forecast for official goods and other materials consulting the team, and support for procurement.

·          Involve in fleet management; ensure timely maintenance of office vehicles monitor  the logbooks; and ensure that office and utility services are organized and are functional.

·         Fulfil other specific assignments assigned by the line manager.

·         Bachelor's degree in Financial Management or similar professional qualifications with good knowledge of GAAP and local accounting practices
