 Context

The 2015 earthquakes damaged 227 schools in Solukhumbu district.  Some schools were totally destroyed and some sustained partial damage. The emergency response phase has now been successfully completed by the REED team for REED-supported schools.  The emergency response phase included initial site visits, damage assessment, school needs assessments, basic building repairs, construction of Temporary Learning Centres (TLCs), and initial design work and planning for the next phase – school rebuilding.  This phase is called the LSERR Project Phase II.  The LSERR project has a total construction budget of approximately US$ 600,000 across 25 schools (including Retrofitting) over a 2 years program, to construct new buildings and retrofit or make safer selected existing buildings. 

Job Purpose

Working under the direction of the SFS, the FS is required to manage the construction of one or more schools at a time.  The primary objective of the LSERR Project is to build back a safer learning environment for children and teachers and a safe refuge in times of natural disaster for the whole community. The FS will need to work closely with school stakeholders to ensure the completion of school buildings to meet quality, time and cost requirements. 

Job Duties and Responsibilities:

  • Under the direct supervision of the SFS, effectively manage school construction sites for the LSERR Project, to achieve time, cost, quality, safety and other REED Nepal and Donor objectives, include:
  • Ensure that schools are constructed in compliance with drawings, specifications, regulatory requirements, and in accordance with timeline programmes, Project Management Plan (PMP), implementation plan, operational procedures, and cash control and cash recording requirements
  • Directly supervise construction activities on individual school sites as allocated by the SFS
  • Prepare site specific work schedule in participatory way with SCC and follow up activities
  • Work collaboratively with School Construction Committees (SCCs), School Management Committees (SMCs) and school and community stakeholders to build the ownership of the project
  • Work closely with SCC, SMC, District Education Office (DEO) and local community to mobilize the local resources and required contribution from the school and community
  • Provide technical assistance to SCCs for timely implementation of construction projects and maintain site documents
  •  Assist the SCCs with procurement of labour and materials at local and district levels, in accordance with REED financial policy and guidelines
  •  To ensure and assure the proper financial management system and proper recoding system of ASER and LSSER projects.
  • Check quality and quantity of materials delivered to site and facilitate SCC to record keepings
  • With support from the SFS, provide on the job training and construction quality control monitoring
  • Make payments for all local construction expenses such as local materials, portering and labour
  • Facilitate SCC to maintain accurate records of all payments and receipts
  •  Assist SCC with community contribution oversight and records
  •  Liaise with the SFS as necessary to resolve construction issues
  • Timely reporting to SFS about the project activities and related issues
  • Brief any visitors to site and ensure that all workers and visitors comply with the Safe Systems at Work as part of the project’s Health and Safety Plan.
  • Ensure quality control of implemented project sites by quality check record keeping
  • Any other LSERR Project related activities as required by the SFS and EPM
  • Take support from SFS while solving technical and construction management
  • Work closely with TTQEP trainers and District Coordinator for social mobilization for easy work management.

Person Specification: Essential

  • Diploma in Civil Engineering with at least 3 years’ construction industry experience, OR Civil Engineering Sub-Overseer qualification with at least 5 years’ construction industry experience
  • Experience supervising building works in remote areas lacking motorable road access
  • Experience in working consultatively and collaboratively with local stakeholders, such as community-based organizations, local government authorities, district authorities
  • Good written and verbal communication skills
  • A good level of fitness at altitude, where the primary mode of travel will be trekking on foot over mountainous terrain
  • Able to spend extended periods in the field (100% based on specific construction sites)

Desirable

  • Understanding of social inclusion concepts and practices
  • Experience in delivering vocational training for construction skills would be an advantage but is not essential
  •  Speaks the local language and understanding of local culture of Solukhumbu will be an added benefit
