Mission East (ME) is a Danish NGO which has been working in Nepal for many years. The organisation has two major programme units – one for long term development work in the Karnali district and the other for earthquake recovery work in the earthquake zone.

ME is looking for a dynamic Field Officer for Social Inclusion (FOSI) who is able and willing to work both within the office structure and within the field work areas. The FOSI will work under the guidance of the Gender and Social Inclusion Specialist, and opportunities will be made available for training and growth within the organisation, hence candidates who may not yet have the right experience but who demonstrate the right attitude and understanding of the issues are encouraged to apply.

Position Title: Field Officer  for Social Inclusion (FOSI), MISSION EAST

The Position: A field officer to work together with the senior Inclusion Specialist to develop and promote Social Inclusion in the work of Mission East (ME) and amongst our partner NGO’s.

The position will be based in Kathmandu withvisits to project areas: Karnali (Humla, Mugu, Kalikot, Jumla mainly) and the earthquake affected zone (Sindhupalchok, Ramechhap, Okhaldhunga)

Length of contract: 12 months, renewable

Responsible to: The FOSI reports to Mission East Gender and Social Inclusion Specialist.

Line Management of: None

Overall responsibility: The FOSI, together with the Inclusion Specialist,will beMission East’s focal pointforrolling out the inclusive approach of MEin the overall portfolio, from project design, implementation to monitoring and evaluation. He/she must ensure that the ME program portfolio implemented by ME and its partners is inclusive for the most vulnerable groups, i.e. minorities, discriminated castes, women, elderly people, people with disabilities, people living with HIV and AIDS. The FOSI will actively promote and share ME inclusion approach among national stakeholders, CSO, government and donors. Additionally, the FOSIwill support our partners while implementing specific inclusive projects, through training, coaching and follow up hands-on support

KEY TASKS AND RESPONSIBILITIES

Program development, coordination and networking

  • The FOSI keeps Mission East connected to other organisations working in the fields of disability, gender and social inclusion in Nepal and will contribute to the upgrading and improvement of our inclusion approach in Nepal by ensuring regular monitoring, supervision and analysis of inclusion surveys and review of other stakeholders’ initiatives towards inclusion development.

In particular, the FOSI will:

  • Participate in the AIN Disability Working Group meeting and represent ME;
  • Collaborate closely with ME strategic partners to promote inclusive development in Nepal;
  • Review the current inclusion strategy of ME across our portfolio of projects and propose improvement in line with government policies and international agreements and convention such as UNCRPD, CEDAW, etc...
  • Participate in project design and ensure that ME inclusive approach is embedded in each and every project designed by ME in Nepal;
  • Closely coordinate and exchange with other ME Staff to ensure inclusion is a cross-cutting thematic of all our domain of expertise and programs such as DRR, livelihood, CSO empowerment.

Partner coaching and capacity building

The FOSIwill assist the Inclusion Specialist to assess institutional capacity of partners to engage into inclusive development and perform (or follow up existing) inclusion gap analysis to lead partners towards inclusive development approaches. The FOSI conducts ad-hoc partners staff training on inclusive development and support them to elaborate action plan towards full inclusion.

In particular, the FOSI will:

  • Support WWS project managers and staff to roll out the gender and disability inclusion, collect good practices and experience capitalization, as well field based evidence for the inclusive approach
  • Support Gender and Social Inclusion Specialist in advising KIRDARC senior management team on inclusion capacity building and revision of their gender inclusive approach and achievement;
  • Review and update on a regular basis ME guidelines and training package on inclusive development and share it with our partners
  • Perform regular field visits to target area to assess how partners are moving toward inclusive development

Security

  • Participate in security planning management for field activities
  • Respect security rules set up by Mission East and ensure respect of Security Code of Conduct by all staff, especially related to gender aspects

Selection requirements

  • Ideally, a minimum of 3 years working experience in the development sector, preferably with experience in working for INGOs. However, candidates with no such experience but who demonstrate exceptional potential for this position will also be considered.
  • Education to degree level in an appropriate discipline such as sociology, social anthropology, social work or other social sciences.
  • Good knowledge of international and national policy framework and convention on the rights of marginalized people
  • Good networking skills. Capacity to devise and facilitate participatory trainings in line with Adult Learning Cycle.
  • Willingness and motivation to work in remote and impoverish districts of Nepal, including monitoring activities involving walking in tough environment.
  • Ability to work flexibly and to meet deadlines
  • Excellent teamwork abilities
  • Has a passion and concern for marginalised people and an empathy with the Values of Mission East.
  • Good written and spoken English.
  • Good computer skills using Word, Excel and PowerPoint.
